한국노인의 주거환경 개선방안에 관한 연구 = (A) Study on Improvement of Dwelling Environments of the Elder in Korea

국문 초록 (Abstract)

오늘날 국민소득 수준의 향상, 의학의 발달, 보건위생의 개선 등으로 평균수명이 연장되면서 노인인구는 절대적인 규모에서 증가하고 있을 뿐만 아니라, 전체인구에서 65세 이상의 노인이 차지하는 비율 역시 급속도로 증가하여 우리나라도 본격적인 고령화 사회로 진입하게 되었다.
오래 산다는 것은 인간이 지닌 본원적인 욕망으로 오랜 세월 바라던 것이나 모순되게도 이것이 여러 가지 새로운 문제를 발생시키고 있다. 일반적으로 노년기에 나타나는 여러 가지 문제는 노인들이 처해 있는 환경의 결핍에서 오는 욕구들로서 노인에게 있어 가장 기본적인 욕구는 안락하고 안전한 주택을 갖고자 하는 욕구이다.
주택은 인간이 살아가기 위해 기본적으로 구비해야 하는 가장 중요한 삶의 장소로서, 일상 생활의 만족도를 향상시키는 중요한 근거가 된다. 그러나 대부분의 기존 주거가 노인들이 생활하기에 부적합한 상태이며, 빈약한 주거의 질, 높은 주거비, 가까운 친척이나 친구들 부족 등의 이유로 노인들이 자립적인 노후생활을 하기에는 충분한 주거환경이 되지 못하고 있다.
따라서 이러한 문제점을 해결하기 위해서는 노인들의 신체적·정신적·사회적 욕구에 부합되는 노인주거를 제공하고, 그들 각자에 맞는 주거환경을 선택하고 생활할 수 있도록 그 유형을 다원화해야 할 것이다.
특히, 우리나라와 같이 노인에 대한 최소한의 소득보장이 이루어지지 않고 있는 실정에서 노인들의 완전한 독립적인 생활을 기대하기에는 많은 문제점들이 따르고 있다. 가족제도의 붕괴, 공업화, 핵가족화, 가족구성원의 감소, 노인세대의 증가, 여성의 취업, 노인부양의식의 변화 등에 의하여 가족에 의한 노인문제 해결능력은 약화되기 때문에 사회적 대응책이 필요하게 되었다. 또한 국가 전체로서의 노인문제도 중요하겠지만 지역사회별로 노령화의 진전정도, 노인주거문제의 형태가 다양하게 다르게 나타나고 있다는 것에 유의해야 한다.
그리고 노인이 보건복지서비스를 제공받기 위해서는 노인주거환경과 밀접한 관계를 유지하면서 연계프로그램을 개발해야 할 것이다. 노인의 신체적 특성과 주거환경을 고려할 때 노인의료와 주거환경은 서로 통합하면서 계획이 진행되어야 한다.
본 연구의 목적은 현대사회에서 증가하고 있는 노인의 주거욕구를 분석하고, 주거실태 및 문제점을 고찰하며, 주거욕구 및 실태분석에 근거하여 노인주거환경의 개선방안을 제시하는 것을 목적으로 하고 있다. 이는 노인을 위한 주거 서비스뿐만 아니라 노인의 집합주거나 시설주거 등에도 적용시킬 수 있는 유용한 기초자료를 제공하는데 기여한다고 하겠다.

다국어 초록 (Multilingual Abstract)

In these days, really our country have been entered into "senior citizen's society" by the reason as follow；the average life is extended by elevating of the standard of national income, by the advancement of medicine and by improving preservation of health. The extended average life makes increase the number of the elder, who older than 65 years in the rate of population.
Live for long, it is the original nature of human desire. But it makes a lot of problems at our society. Generally, the appeared problem is to be desire which is coming from the deficiency of environment for old ages. The fundamental desire of the elder is to have a comfortable and safe house. The house is the living place which is the most important to have in life, and it is a basis of improving the satisfaction of daily life. But, almost of existing house is not proper to the life of the elder and it couldn't satisfying the elder as a environment of dwelling as reason to the quality of scanty living, the high cost of a dwelling, and the absent of their friends or relations.
In order to solve the problems, we have to offer the dwelling environment which makes satisfying the physical, spiritual, social desire of the elder. And we have to make many types of dwelling environments that could be chosen by the old ages and makes them to be living in there.
Under a circumstances of no income ever a minimum for their own security in our nation actually. There are many problems to expect the elder have a complete independence living, and the families capacity to solve the problem of the elder is to be weakened. So, there should be required to solve the problems of the elder as a social policy. By this point, we have to consider that there are different types of dwelling for old ages and there are different processing degree for old ages each local society.
In order to serve the health welfare to old age, we have to make programs which is to be maintained and related with a dwelling of the elder. When we consider the environment of dwelling and physical characteristic of the elder, The medical treatment and environment of dwelling of the elder have to be planned with unification.
The purpose of this study is to examine the dwelling state and the problems of the elder, and to analyze the desire of dwelling. and on this base, to suggest the improvement of dwelling environments of the elder. The writer attempt to make an offer the basis of data which is useful and applicable to the public dwelling and the facilities of dwelling etc.
