    The emergence of the Internet have made many netizens collect necessary information at a high speed and helped them to use personal aim. Practical use of Internet have become general and abundant in daily life. Web-based remote educational method was indispensable for education field.
    But the disabled students have been excepted from the basic benefits and the benefits of remote education.
    In progress of making web text and web-based educational website which will develop the normal as well as the disabled feature granted the fundamental right that everybody can be connected easily and educated. In special education for the handicapped students, it is necessary for them to fit their ability and special quality.
    So in this study, I have developed the remote education system which will be studied contents of computer subjects in web by the hearing disabled.
    It will help them to learn in Internet and expect to develop suitable studying systems for several obstacle types.
    I have designed and embodied web-based remote educational studying space that transcend time and space to support new educational request.
    Before design of system, I have surveys hearing disabled person's property, information access method and vocational education method.
    I have used 2000 server as operating system in design of system and made use of programs as HTML, JavaScript, ASP etc and database as MS-SQL 2000.
    This study was consisted of five contents.
    First of all, it was designed that it was divided between a teacher and a student into administrator mode and learner mode to smooth the remote education in web.
    The second, it was designed that it was inserted into the sign language to explain the lecture for the hearing disabled and it was made into Wincam including the file of same image for the lecture to be needed real manufacture process.
    The third, it was designed that it was communicated each other in remote distance applying SMS ASP interface to letter message in cellular-phone.
    The fourth, it was designed that it could be on-line available for objective and subjective tests and recognize as a result no sooner than test.
    The fifth, it was designed that it could advise and counsel the hearing disabled to find a solution to the various kinds of problem.
    Finally, in this study, I expect the specific educational method through computer to help the hearing disabled to live as a member of society together with the normal and to help them to use the computer freely.
