생명윤리교육의 현황과 방향 연구 = A Study on the State and Directions of Bioethics Education

국문 초록 (Abstract)

21세기는 생명 과학과 의료 기술의 눈부신 발전으로 인하여 생명과 죽음의 문제에 대해 새로운 윤리적 문제들이 생기게 되었다. 이에 1970년대부터 생명(bio·life)의 문제와 윤리(ethics)의 문제가 생명윤리(bioethics)라는 합성 용어로 만들어저 완전히 새로운 학문분야로 발전하였고, 생명 윤리는 21세기의 기술로 인해 야기되는 신체와 생명 및 인격의 자유와 존엄에 대한 위험이 존재하는 학문과 연구에는 어디서나 요구되는 것이다.
생명은 인간이 지니고 있는 최고의 가치로써 생명의 개념에 관한 문제는 인류의 끊임없는 추구의 대상이 되어 왔으나 생명이 무엇인가 하는 문제는 광범위하고, 포괄적이며, 일회적이기 때문애 한마디로 정의하기는 어렵다. 생명은 대체로 살아 있는 것과 살아 있지 않는 것을 분간해 주는 기준, 즉 목숨을 의미한다. 학자들에 따라 다양하게 생명의 개념이 논의 된다고 하더라도 생명이란 의미 있고 가치가 충만한 것이라고 말할 수 있을 것이다.
생명의 가치라는 말은 효용가치 또는 쾌락 가치와는 다른 의미를 담고 있어서, 생명의 가치는 우리에게 생명을 존중할 것을 요구하며, 살아 있는 것은 모두 그 자체로 특별한 가치를 지니고 있는 것으로 고려되어야 한다. 그러나 인간의 생명이 다른 사람의 편리를 위하여 그리고 다른 사람의 결정에 의하여 좌우될 수 있는 경우들이 생기면서 인간 생명의 절대성에 커다란 금이 생겨났다. 의사들에게 인간의 가치와 존엄성에 관련되어 문제가 생기는 경우는, 의료행위를 통한 의사의 연구와 치료행위가 환자의 건강과 복지를 우선적인 목적으로 삼지 않고 있기 때문이다. 이로 인하여 발생하는 인공수정, 임신중절, 안락사, 뇌사, 장기 이식 등의 문제가 발생하게 되는 것이며, 오늘날 이러한 문제들이 최근에 더욱 긴박한 주제로 부상하게 된 것은 의료기술의 발전, 사회적 여건의 변화, 도덕적 가치관의 변화를 들 수 있다.
생명의 위기 현상을 극복하기 위한 방안은 다양하게 모색되어질 수 있지만 근본적인 대책으로 생명에 대한 새로운 가치관의 모색이 필요하며, 이에 21세기 생명윤리교육에 있어서 새로운 방향이 모색되어야 한다. 6차 교육과정에 와서 이데올로기 단원의 삭제와 민족 교육 내용의 강화, 생명 존중, 환경, 과학과 윤리의 신설, 전통 윤리에 대한 인간성과 도덕성 회복의 강조, 근로와 직업 교육 및 경제 윤리와 직장 윤리의 중시로 지도 내용이 체계화와 되었다. 이렇게 서서히 교과 과정 속에 생명윤리에 대한 문제 의식이 자리 잡기 시작하였으며, 7차교육과정에는 6차교육과정에서 다루지 않았던 인간 생명을 다루기 시작했다 하더라도 그 내용과 체계가 아직까지는 부족하다.
이에 본 논문은 현대 사회의 심각한 문제들로 인식되고 있는 생명의 위기, 특히 인간의 생명과 관계되는 많은 논쟁들을 극복하기 위한 도덕·윤리과 교육에 도입, 강화되어야 하는 생명윤리교육의 방안을 마련하기 위함이다. 따라서 생명위기 현상의 원인과 생명윤리에 관한 현대사회의 교육적 욕구를 조사하고, 생명윤리교육의 현황과 문제점을 분석하여, 새로운 가치관을 정립할 수 있도록 생명윤리교육의 목적, 성격과 범위 및 교재내용의 구성의 방안으로 나누어 모색해 보고자 한다.

다국어 초록 (Multilingual Abstract)

Entirely new ethical problems concerning the matter of life and death have surfaced as life science and medical technologies have made a dazzling development up till now in the 21st century. Since its birth as a compound word of bio(or life) and ethics in the 1970s, bioethics has made its own way as a science dealing with matters of life and ethics.
Bioethics should be considered in every academy and research which has the potential that the freedom and dignity of body, life and individuality might be threatened by technologies in the 21st century.
The values of life don't share the same meaning as effective values or pleasure values. They require us to respect life and to regard everything alive as having special worth of its own. The absolute quality of human life, however, has been impaired very bad as there happen the cases in which it can be decided for the convenience' sake of or at the will of others.
As for the doctors who are in trouble with the matters of values and
dignity of human beings, they don't put priority on the heath and welfare of their patients in doing their medical treatments to serve a research and a therapy.
In these circumstances, a lot of various problems including artificial insemination, artificial abortion, euthanasia, brain death, and organ transplantation are taking place and gaining on people. In addition, development of medical technologies, changes of social conditions, and alteration of moral senses of values are giving more urgency to these matters nowadays.
There can be a great number of ways to approach and solve the life crisis situation. But most of all, the essential measure should be taken which is to search for new values of life, based upon which the new directions of the bioethics education in the 21st century should be forwarded
This paper was intended to prepare plans for bioethics education which should be included and reinforced in the morality and ethics curriculum in school in order to overcome many arguments regarding the life crisis, in particular human life matters which are perceived as serious ones in the modern society. It investigated the causes of the life crisis situation and the educational needs for bioethics in the modern society. It also conducted an analysis of the reality and problems of bioethics education.
Finally, it tried to establish new senses of values by approaching bioethics in the following three sectors the purpose, the characteristics and scope, and the composition of textbook contents.
