釜山市 空間構造變遷에 관한 硏究 : 인구, 고용, 지가분포를 중심으로 = (A) Study on Changes Spatial Stucture in Busan Metropolitan

국문 초록 (Abstract)

본 연구는 부산시의 공간구조가 어떻게 변천하고 있는가 그리고 이와 같은 변화는 과연 효율적인 방향으로 진행되고 있는가를 규명하고자 하였다. 이를 위해 본 연구는 인구와 고용의 분포, 지가의 분포패턴의 변천을 추적하는데 초점을 두었다.
부산시의 1993년부터 2000년까지의 인구·고용분포밀도를 살펴본 결과를 정리하면 다음과 같다.
첫째, 유의한 통계적 검증을 위해 단위면적당 인구·고용밀도가 상대적으로 높았던 지역들이 서서히 낮은 인구·고용성장을 보이고 있으며, 앞으로도 기존 고밀지역에서의 인구이탈이 계속적으로 이루어질 것으로 보인다.
둘째, 두 개의 인구구심점인 중앙동과 부전동을 중심으로 도심으로부터의 교외화 및 분산화 추세를 보이고 있다. 즉 인구분포상의 구심점으로서의 역할과 영향, 그리고 그 변화추세에 두 도심간에 뚜렷한 차이가 있음이 나타났다. 중앙동은 이미 1993년부터 인근외곽지역의 상대적 인구·고용성장이 이루어지고 있었으며, 1996년부터 1998년 사이의 시기는 구도심(중앙동)의 완만한 인구·고용수의 감소 및 정체현상과 주변지역으로의 확산이 이루어져왔다. 부전동은 1999년 이후로 도심의 감소 및 주변지역으로의 절대적 인구분산이 가시화되고 있음이 나타났다.
부산시의 1996년부터 2001년까지의 지가분포밀도를 살펴본 결과를 정리하면 다음과 같다.
첫째, 최고지가의 분포에서 보듯이 기존도심과 서면에 해당하는 남포동, 광복동, 부전동 의 지가가 타지역에 비해 월등히 높아 도시지가의 특성을 나타내고 있음을 알 수 있었으며, 그 다음순위에 해당하는 연산동, 온천동, 덕천동 등은 주로 지역결절점 내지 주 간선도로변에 위치하고 있어 지가와 접근의 상관성이 높음을 확인 할 수 있었다. 둘째, 부산시내에서도 역시 최고지가지대와 최저지가지대는 현저하게 차이가 있다. 이것은 같은 도시내에서도 북부지역은 도시화가 상대적으로 매우 미약하다. 이곳은 도심에서 부터의 거리가 멀어서 접근성이 낮고, 산지가 많기 때문이다. 이것은 접근도와 지형적인 요인이 도시화에 영향을 미치고 있다는 것을 나타내고 있는 것이다.
이러한 분석결과를 종합해 볼 때 중심지체계 설정이 부산시 및 각 자치구의 기본계획을 수립하는 과정에 있어 효율적인 공간구조의 유지와 합리적인 토지이용을 위해서 필수적인 작업이라고 할 때, 본 연구의 분석결과를 바탕으로 합리적인 관리와 지역적 특성 및 여건에 맞는 부산시 공간구조설정 제시를 위해서는 도시기본계획수립시 부산시 차원의 효율적인 기능 분배를 충분히 고려한 부산시 도시공간구조가 필요하다.

A Study on the Changes Spatial Structure in Busan Metropolitan -with Special Reference to Population, Employment and Land Prices-

Abstract
The metropolitanization phenomenon presents us a challenge to understand its trends influence of its future direction. The necessity of a management for a metropolitan has long intrigued many urban scholars and researchers who are interested in Busan metropolitan spatial structure and its problems.
The purpose of this study is to investigate the dynamic changes of spatial structure in Busan Metropolitan by analyzing the population, employment and Land prices, for the period of 1993-2000.
The major results in this study are as follows;
1. While main-centers have experienced significant loss of population, sub-centers have been growing. Jung-Ang Dong still has high accessibility in population potentials, but its accessibility has declined since 1993. Pu-Jeon Dong had had increasing trend of population until 2000, but its population has also descended since that time. Meanwhile, the population of sub-cecters has increased in its accessibility.
2. The spatial pattern of the population in Busan has changed from monocentric to polycentric. This phenomenon was almost spontaneously generated from population dispersion from existing main-centers.
3. In terms of change of land values : there is a spatial and temporal rhythm in the urbanization of Busan. The highest land value in Busan is shown in CBD. The development of Busan proceeded along the north-south belt and extended to western part.
As mentioned the results of this study totally, the system of centers in Busan was represented more subdevided and abundant than that of "Busan Master Plan toward 2011's" and these centers had both polycentric and multi-neuclei characteristics.
Compare with "Busan Master Plan toward 2011's", as mentioned above, the results of this study indicating a lot of different point about the distribution of centers and disproving occurred to the change of the system of them.
Premising that the urban structure is changed based on the change of a period, society and an economy in the future, to establish effective system of centers, it is advisable that the establishment of the system of centers is to readjustment by stage in the process of planning.
