There are many handicapped children who live a suppressed life. They are not guarnateed dignity as a man, and they don't have the opportunity of receiving a proper education. Especially, the ministry of Education, in order to operate integrated education, established the policies, [A welfare society model for handicapped child education in Korea in the 21th century] and [A welfare society 5-year plan for the integrated education of handicapped and mainstream students(1997∼2000)] in an effort to practice education for the handicapped"
The ministry in the first steps of integrating education, and has followed existing integrated education method. However, due to realistic problems, the possibility of growth is not clear.
Therefore, in this situation, the conceptions of kindergarten presidents are important to systematically practice integrated education. There has not been a previous study of integrated education, A matter of face, if the opinion of a presidint -who determines the practice of integrated education-is considered, the survey of their thinking will have an important meaning for the promotion of integrated education for handicapped children.
In every point, the problems of integrated education are not that of a partial class in society. They belong of all of us. It is necessary for us to understand this situation correctly.
It is especially necessary that we study the problem of integrated education barriers, reformation efforts and lack of concrete documentation.
The aim of this paper is suggest solutions to the of mainstreaming handicapped children and to recommended countermeasures through analysis of kindergarten presidents' thinking about the programs. The followings are examined in this paper : the opinions of presidents on the integrated education, peer relations influences between children, the possibilities of preschools in Chung-Buk and interference factors. We intend to analyze the problems, and find solutions for the qualitative uplift of education and activated programs.

Through this investigation, I make a diagnosis of the management ability of current headmasters for mainstreamed education. The subject of this investigation is the principals of 200 kindergartens in Chung-Buk. I also chose 140 reliable research papers from among the 200 preschools surveyed. Using this research, I took the statistics and analyzed the data. The spss system was used to examine and analyze the data. Each question is presented by frequency and percentage.
