Up to recent period, we have considered the rural area mainly as just space for food production and the implementation of agriculture policy was mostly toward increasing in food production As a result, the value which has been maintained for a long time in the traditional rural is almost disappearing. Further more, the rural area is loosing its own identity.
To solve these problems, alternative rural development policies has been undertaken with various types of project by the government. These are based upon an idea to conserve the value owned by the rural itself. But the measures to be the idea come true has a different names such as Eco-System. Learning, Green Tourism, Development of Affinity Resources Nature, Conservation of Nature and so on. These projects are designed to develop a variety of amenity resources in the rural, so that they might help provide economic vitality to the rural.
The purpose of this study is to investigate the rural development strategies integrated with the amenity resources. The Rural Traditional Thema Village project is a kind of alternative rural development strategies which is based upon new viewpoint of using amenity resources in the rural. This study analyse the Rural Traditional Thema Village project.
The first step to carry out this study is to review the aims of the past rural development policies since the 1960s. And we try to point out what are the achievements and limitations of these policies.
The second step for the research is to understand some issues on the existing rural development theory and to evaluate their concepts. And we try to purpose alternative way of the rural development policy integrated with the amenity resources.
False ideas and concept about the rural development strategies continue to be held in both the present local and national government agencies and academic circles in Korea.
These wrong mental images lead to the elaboration of many ineffective programs and much waste of development resources in the rural area.
The objective of new development program should be directed toward aiding the rural people to find out what does they possess their traditional values and cultural heritage named as the amenity resources.
This kind of development strategy has been carried out successfully in more developed nations by the name of Eco-Tourism and Green Tourism for three decades.
And any rural development policy should continues to provide a valuable achievement to conserve a rural environment and cultural values, and at the same time to increase farm income for farmers.
Main conclusion that can be drawn from the findings of this empirical research are as the followings.
The most general implication for rural development that follows from the past conventional development models are that unused resources is available in this traditional, rural areas.
Hence new and much more sustainable strategy needs to be made available for the rural areas to accelerate rural growth.
