地方政府의 中小企業 支援 效率成에 影響을 미치는 要人에 關한 硏究 : 慶商南道 中小企業을 中心으로

At the dawn of new millenium as the competition among the companies of every nation is changing toward the competition among the nations, it is the most urgent that the enforcing the competitiveness of small and medium enterprises in terms of global level. After the beginning of the local autonomy, the positive role of the local government to develop local economy by promoting the competitiveness of the small and medium enterprises has been required under th situation of economic crisis. However, the current industrial policy of local government is so inflexible that it cannot successfully cope with the challenge the social and economic transformation. Futhermore, the central government found its difficult to get the perfect information about small and medium enterprises and to support in them a comprehensive way.
In this regard, the role of the local government is becoming important more and more. Since the development of local economy is based on the creativity and variety of the small and medium enterprises, the local government policy should be more effective in fostering the competitiveness of local small enterprises. Therefore, the purpose of this study is to explore the way of improving local government support to small and medium enterprises, and then to suggest the policy alternative. For this purpose this thesis utilized survey methods.
223 small and medium enterprises in Gkyung-nam province as samples of investigation and asked questions. Statistical analysis was taken using SPSS package and classified according to purpose.
The result of this thesis are as follows :
First, according to the frequency analysis the concern of local government was low level in terms of supporting local small enterprises. So, it is necessary that the chief of local government show interest in enforcing the competitiveness of local small enterprises.
Second, the local government needs to be more flexible to copy with the environment change. For that reason, local government should be well-equipped with the capacity of economy policies in order to be able to lead the domestic and international industry.
Third, local governments cannot perform independently supporting policy of small and medium enterprises because they don't sufficiently have human and material resources. So, local government should cooperate with the local universities, the chamber of commerce and industry, and central government.
This study stresses the role of local government in promoting the competitiveness of small and medium enterprises. It needs to identify its role as a supporter to the central government and as a partner to the local small business in the industrial policy process.
