The local administration had faced dramatical change as a turning point with the local election which held on 27th June, 1995. Through the election, more complete local autonomy was begin to perform by being elected governors by citizens. By emerging of elected-governors, local administration was being to change with new and fresh appearance. As a matter of fact, the most important point of localization era are the degree of local development and citizen participation into the autonomy administration.
The citizen participation onto the major decision making process in local government provides the benefits such as the insurance of democracy in autonomy administration and consolidation of community. The aim of local autonomy has made it possible for citizen to be involved in the local administrative participation. It has been proposed that local autonomy helps citizens to easily solve any problems or conflicts that they may have with the local government. The citizen participation, however, is incomplete and the consciousness of participation is insufficient as well.
This study focused on the analysis on both determinants and responsiveness aspects of citizen participation to accomplish the purpose of this study. In performing this study, citizen participation system and the awareness on participation were examined through the questionnaire within sample areas, Sa-Chon, Kyoung-Nam. The key aims of this study is to explore factors that effect on the citizen participation.
For this study's validity, I analyzed the data on survey through the SPSSWIN program. To be concrete, Frequency analysis was used to get the general perception of person answered. To prevent the errors of the questionnaire, Reliability test was used to test the variables. t-test, ANOVA, multiple-regression analysis were used to test hypothesis set.
The major findings of this research are as follow :
1) The level of citizen participation in local government is relatively low, So local government should concrete relationship with private sector and utilize positively voluntary activities.
2) From the analysis of variance, this study found that level of citizen participation in local government is statistically different by sex, age, occupation.
3) The result of regression analysis shows that the determinant of citizen participation is mass-media, public official's honesty, administrative information service, trust in public official. So, local government should voluntarily open all administrative information to the public so that the average citizens can timely know that information related to themselves to make a better community and to draw voluntary participation. The right of fair participation should be given to all average citizens. If not, the representation should be fully considered in that case.
This study tried to find out the level of citizen participation in local government, but it still has some limitations. I believe that we need to discuss and develop more effective and open systems to deal with citizen participation.
