The meaning of local-government is to realize the concept of the inhabitant's self-government by keeping a principle of people's sovereignty according to nation and society. That is, local self-government is not against the democratized central government, but to supplement the central policy, and to operate is so as to be met well to the local conditions. In this sense, the existing reason of local self-government and its new obligation can be found.
Accordingly, local self-government is not just a meanning of simply changes in administration system.
For the efficient operation of local self-government system, especially, is an important that searchs for an the role of Local Council Chairmen.
The purpose of this paper (1) to analyze Election Process of Local Council Chairmen, and (2) the Determinants of Election of Local Council Chairmen.
On the base of literature review, research design was constructed in order to achieve these purposes in this paper and at same time, data for an empirical study was gathered by basic local councils of Gyeongnam(10 Shis and 10 Guns).
First, in order to analyze Election Process of Local Council Chairmen esearch on Local Council Chairmen, studied social background of Local Council Chairmen.
Second, in order to analyze the Determinants of Election of Local Council Chairmen. The 20 cases of collected sample was analyzed by spss windows program.
The results are as follows: The local council chairmen as the essence line agency of the local council domestic, represents the local council with the foreign enemy and it arranges maintains supervises the doctor and a conference inside of the hall order and it is an agency which the business of the council.
