As formerly protected economies are being opened to international competition, a growing realization is that international competitiveness requires international input. Of these inputs, investment is among the most important. Investors naturally invest where the investment environment is most favorable to the investor. The favorability of the investment environment is usually determined by the results of risk analysis studies. Therefore, potential investors are reluctant to invest without conducting meaningful risk analysis studies and potential investment recipients encounter difficulty attracting investment if the business environment is perceived to be less than ideal.
Korea has been among the world's protected economies but is now attempting to make a break form the past. Since the onset of the 1997 financial crisis government policy makers have been changing their attitudes toward foreign investment. Whereas before debt had usually been preferable to equity, now debt is being shunned in favor of equity. Previously, equity investment was encouraged only for high-tech ventures. Now, however, almost all manufacturing and financial institutions are being actively encouraged by the government to attract outside capital. The reason behind this is simple. The Korean economy has grown to the extent that the government can no longer guarantee the economy's solvency. Therefore, Korean businesses must acquire the ability to independently generate the capital they need to ensure their continued growth and survival. At this time the most plentiful source of investment capital rests in the hands of foreign entities. In order to attract this capital, the Korean businesses concerned must minimize the risk factors associated with foreign investment. In view of this, academic researchers should contribute to the formulation of risk assessment guidelines so as to improve Korea's existing investment environment and thereby facilitate the inflow of foreign investment.
Foreign investment is not only necessary for the manufacturing and financial sectors of the economy, but also for Korea's tourism sector. The tourism industry consists of various types of businesses, the most central being the hotel industry. The purpose of this study is to produce theoretical bases concerning the investment environment of the Korean hotel industry that could improve the system as it now exists and thereby attract foreign and domestic investors. In the absence of previous research on this topic specific to the hotel industry in Korea, this study has been conducted using the literature of a neighboring academic field ; general theories of investment. The literature used in this study consists of books and articles on investment theory as well as government publications dealing with investment guidelines and policy. Included in this literature are the concepts, requirements, effects, scope and assessment procedures that are applicable to the investment environment problems of the Korean tourist hotel industry.
For the purpose of this study, the investment environment for the tourism business is divided into five categories : policy making, political and economic, social and cultural, human resources, and laws and systems. These five categories of risk analysis criteria are the basis of a questionnaire constructed by this researcher and distributed to experts working in three types of organizations concerned with the introduction of foreign capital into the Korean tourist hotel industry.
The questionnaire survey sought to examine the afore mentioned categories of risk analysis according to the subcategories of each. The policy making category contained three subcategories : the national economy, adaption to economic change, and governmental restrictions. The political and economic category contained four subcategories : foreign debt management, market volume, political stability, and industrial structure. The social and cultural category contained two subcategories : the cultural standard and the stability of the social structure. The human resources category contained one subcategories : human resources.
The laws and systems category contained two subcategories : investment related laws and laws related to the hotel industry.
The outcome of the survey revealed the items perceived to be important and not so important as related to risk analysis criteria as applicable to the Korean hotel industry. In the policy making category five items were deemed important : the consistency of economic policies, policies for adapting to change in the international economy, high-pressure policy campaigns by the government, policy support for overhead capital, and effective economic policies. In the political and economic category seven items were considered most important : national credit worthiness, domestic and international political stability, governmental reliability, competent foreign exchange management, social infrastructure, industrial structure, and technological standards. In the social and cultural category two items were perceived as most important : social stability and promotional activities for foreign investors. In the human resources category three items were thought of as being important : managerial competence, labor relations, and productivity. In the laws and systems category all items were considered important except for a system which rates hotels. The items especially emphasized dealt with consolidation of investment related regulations and the high degree of administrative red tape.
The overall outcome of the survey indicates that, in order to attract foreign investment to the Korean hotel industry, there are five priorities : sustained economic stability, increased governmental support for the hotel industry, improvement in the investment environment as regard to foreigners, working out practical schemes to attract foreign investors, and efficient enforcement of applicable laws and systems.
The purpose of this study is to produce theoretical bases concerning the investment environment of the Korean hotel industry that could improve the system as it now exists there by attracting foreign and domestic investors.
It is to be noted that study has been conducted with one limitation and one delimitation. It is limited by the current absence of investment research dealing with the Korean tourism and hotel industries. This study was conducted from the viewpoint of general investment rather than industry-specific investment. Therefore, ecological and technical matters have not received adequate attention. The study is delimited by the fact that the sample of subjects surveyed contained only individuals based in seoul The provincial areas were not represented. Therefore, the findings of this study should be considered Seoul-specific and should not be generalized to the nation as a whole.
The study makes two recommendation for further research, whereas this study has been mainly concerned with the opinions of hopeful recipients of foreign investment, a subsequent study should examine the opinions of potential sources of investment, whereas this study aims to make suggestions to improve the Korean tourist hotel industry's investment climate. a subsequent study should examine effectiveness of any improvements implemented.
