職業軍人의 福祉 增進에 關한 硏究 = (A) study for the improvement of the professional soldier's welfare

국문 초록 (Abstract)

군은 국가조직의 한 부분으로서 군 위상은 그 국가와 민족의 주권과 자존의 상징이며 생존의 기반이 되어왔다.
사회의 우수한 인력이 스스로 직업군인을 선택할 수 있도록 처우개선에 힘써야 되지만, 국방예산 감소로 어려움에 있는 것도 사실이며, 국가안보라는 커다란 명제만은 반드시 지켜져야만 하겠다.
직업군인과 그 가족에 대한 복지 분야의 지원문제는 국가인력 자원관리의 차원에서 중·장기적이고 다단계적인 계획추진이 필요하다.
일반사회의 전반적인 복지수준이 군 복지 수준에 비하여 상대적으로 많이 향상되었는데 반하여 군 복지수준은 상대적으로 많이 낙후 되었다고 인식되고 있다.
본 연구에서는 먼저 군 복지와 군인가족에 대한 복지지원의 이론은 군이 전력 증강 못지 않게 전투력의 유지, 확대를 위하여 큰 역할을 하고 있다는 많은 주장과, 이제는 군인자신 및 그 가족에 까지 확대하여 군이라는 직업의 특수성과 복지 후생적 차원 그리고 발전되는 사회와의 형평성 면 등에서 절대적으로 필요하다고 밝히며, 외국군의 복지제도와 군인 가족 지원제도에서 각국의 특수한 상황에 비추어 볼 때, 다양한 지원제도가 운영되고 있으며, 미국은 군인복지 제도가 가장 잘 발달 되어 있으며 이를 독일, 대만, 일본 등에서 받아들여 그 나라에 맞게 운용되고 있는 실정이다.
특히, 미국의 군인 가족 지원제도는 MWR조직과 군인가족지원 제도가 다양하게 운영되고, 프로그램도 주거, 의료, 교육지원 등 종합적 군인가족지원 프로그램 등이 각각의 특성을 가지고 실시 되고 있다.
우리나라의 육군장교 및 군인가족지원제도는 육군복지정책 기조내에 진행되고 있으며, 향후에도 대폭적으로 강화할 계획이 발표되고 있다. 그러나 현실적으로 관사 지원 및 내 집 마련 지원과 자녀교육 등은 점진적 확대 보다는 근본적인 대책이 필요하며, 더나가 문화생활 등에 까지 확대된다면 직업군인으로서 안정된 복무생활이 보장 될 수 있을 것이다.
육군장교와 그 가족에 복지대한 다양한 지원제도는 현실적으로 주거안정과 자녀 교육지원 그리고 문화생활로 점차 확대 해 나가는 우선적인 정책적 배려가 선행되어야 하겠다.

다국어 초록 (Multilingual Abstract)

During last thirty years, our society grew economically and a people's general standard of living became higher greatly.
The Army is a part of a national organization, its phase is a symbol of a state, a people, sovereignty, and self-respect and a base of life.
When the National security is more important, the elites of troops have a tendency to leave the Army for themselves. This situation can affect to the national security as well as the morale of soldiers on service, so the supporting problem of welfare aspects about professional soldiers is necessary to propel the mid-long term and many stepped plan in dimension of management of the national manpower resources.
Generalizing the conclusion of this study, above all, there are many assertions that the theory of supporting soldier's family playa great role for maintenance and magnification of a battle power no less than the military strengthening of war potential both domestically and externally.
And about the necessity of supporting soldier's family, the necessity is admitted absolutely in aspect that it makes equity with vocational peculiarity of the Army, dimension of social welfare and society.
Second, in view of unique situation about welfare and supporting institution for foreign Army, each countries enforced various institutions in their own way.
Because the supporting institution for American soldier's family is developed very well, German, Taiwan, Japan, Army introduced and enforced the American institution.
The supporting institution for American soldier's family operates MWR organization and supporting system for soldier's family diversely, and its programs enforce with their peculiarity, example supporting residence, medical treatment, education and composite supporting for soldier's family.
Third, the supporting institution for family of Korean Army's officer is emphasized in the basis of the policy of military welfare and a plan is announced to reinforce this institution greatly in future.
But the result of supporting residence is imperfect example supporting official residence for professional soldiers and preparation their own house.
And the basic countermeasure is necessary despite educational supporting for children is magnified gradually.
Finally, however the profit of family supporting institution for military officers becomes better relatively like residence, child education, medical service, conering, tex exception and living support, it can be estimated that it's a inferior relatively comparing with a private enterprise.
So it is necessary to enforce the family supporting institution for military officers effectively focusing to housing stability supporting and child education supporting actually.
