Modern old people have a good health condition owing to the development of medical techniques and a higher education and then the aged with professional skills have been increased. In such a reality, their life isolated from the society will be a great loss to themselves and society. Therefore, this study aims to make their old age enrich, utilize their experiences and knowledge and seek a concrete way to contribute society through continuous social activities. It examines why their voluntary activities are needed, how advanced countries like America, Japan, etc lead voluntary activities by the aged, what are the problems in voluntary activities by the aged in Korea and what are the obstacles in voluntary activities by the aged on the basis of the program contents through literature survey and suggests the tasks and developmental ways for the activation of voluntary activities by the aged suited to conditions of Korea.
Major results of this study can be summarized as follows:
For the activation of voluntary service by the aged, first, motivation of voluntary service should be induced through change of their consciousness and PR of the service should be strengthened. Second, concrete program of voluntary service by the aged should be developed and supported. Third, the source for the legal and institutional protection through administrative and financial supports with enaction of related law of voluntary service and exclusive organization of the voluntary service by the aged should be prepared. Fourth, protection and compensation system of the aged volunteers should be established. Accident insurance system, stable and safe voluntary activities should be ensured with the introduction of savings system and compensation system. Fifth, management system of the aged volunteers should be established and a systematic management from planning to evaluating should be ensured. Sixth, for security of financial resource to activate the voluntary service by the aged, harmony and cooperation between public and private sectors should be built.
