This study deals with influence of NGO (non-governmental organizations) on policy-making. In Korea academic discussions are livelily going on about NGO since 1999 Seoul International Conference of NGO. These days NGOs are becoming political partners for steadfast social advancement with great impacts on policy-making of the state. NGOs, which came up as the alternative to work out with problems jutted out of the state, and the makers, play as channels of communication between citizens and the state, and take root in realizing autonomy in civic life and participatory democracy.
This position of NGO is becoming most appropriate to join the body active in the frame of new cognition, GOVERNANCE. They have major ground to realize the role of governance just properly as it means. Influence of NGOs, approved to an interested party in view of GOVERNANCE, is of much importance.
Therefore, this study set out being aware of such problems as which impacts NGOs are now discharging in the course of policy-making, and in what direction the state and NGOs are making relationship with each other. Aware of the problems, this study took Minority Shareholder Campaigns of the People's Solidarity for Participatory Democracy, which is evaluated to be the most successful program of NGO programs, for a case; to analyze its impacts in the course of policy-making, and catch the role and task of NGOs in the new cognitive frame of governance.
To analyze impacts NGOs may have in the course of policy-making, this study approached to the subject in three aspects of analysis. First, organizational factors of NGO - constitution of the organization, its characters, and expertism of personal resources, independency of finance, etc. -, second, political environment during policy-making, and relationship of government with chaebol (mammoth business group in Korea), third, campaign strategies NGO prepares to work impacts.
Structure and feature of People's Solidarity for Participatory Democracy secures 'autonomy' of each committee or center within the purpose of the organization and purport of its general work, and its 'decentralized system' is distinguished as its projects and activities are performed by standing executive committee, and secretary-general group. It is analyzed that People's Solidarity for Participatory Democracy reveals issues developed by experts and specialized policy committee within the organization taking advantage of existing legal or structural devices rather than mobilizing actions of members in person. Its finance is covered by membership fees, sponsorship, special fund-raising, and miscellaneous income, but never supported by the government to keep its financial 'independency'.
Reform of chaebols came up in the center of reformation along with entering IMF system and inauguration of People's Government as chaebols were estimated to be major target of reformation due to their inefficient investment, deficiency of transparency, convoy management, and exclusive scheme of commanding industries. Accordingly, Minority Shareholder Campaigns of People's Solidarity for Participatory Democracy attracted attention as measures to reform chaebols not outthrown yet since the government and IMF realized re-structuring of industries was the most urgent issue from the beginning.
People's Solidarity for Participatory Democracy is supposed to undertake functions of making various protests, watch, and control against the government and the political systems, so its relationship with them is regarded to be a defiant one, at the least, staying out of the political system. However, it is esteemed that they have directly utilized government organizations in public suit, for example, in the course of Minority Shareholder Campaigns, and they have kept cooperation or cooperative relation with the government on some issues within the legitimate space.
Relation of People's Solidarity for Participatory Democracy to chaebols is to be said that both have developed from antagonism to cooperation depending on each industry. Because it was largely impacted by objective factors in the environment of IMF control system. People's Solidarity for Participatory Democracy have taken actions against chaebols according to each issue concerned, having minority shareholders participate in general shareholders' meeting, and taking public suits, legal actions, or complaints against major corporates.
Its campaign strategies composed of direct ones toward the government and the chaebols, 31%, and indirect ones toward grass-roots, 69%, to give impacts on policy decision, are relatively focuses on the latter. People's Solidarity for Participatory Democracy did not take actions of instant event but expand steadfast activities with legal civil actions. Therefore, it could give great impacts on the course of policy decision, which was the key to earn public recognition
Play of NGOs became quite known during the Minority Shareholder Campaigns, and it was valued that the campaigns opened a new phase of NGO activities, giving impacts on the government and corporate groups in a masonic and leading position to draw chaebol reform policy. That is to say, Minority Shareholder Campaigns lead by People's Solidarity for Participatory Democracy are certainly a new paradigm th give impacts directly on the government, and lead policy decision, on the condition that participation of civic groups in policy decision is generally limited to participate as policy adviser or advisory group.
Specially it is valued that this organization showed an aspect of governance, a new pattern to manage solidarity emphasizing interaction and partnership among the state, the market, and civil society in Korea quite new from the traditional frame to decide policies, which used to depend entirely on the government to work out the public issues.
Thus, NGOs, characterized by pursuing autonomous, neutral,, and public good, have appeared as the alternative to cope with failure of the government and markets, and to speak for citizens with various interests and needs in this complex society. However, you must overlook that civic solution may result in failure owing to non-accountability and non-expertise in market.
In conclusion, it is necessary for NGOs to obtain accountability, legitimacy and cleanness, less they, who appeared to make up the failure of the nation and the market, should end in failure, but to secure desirable governance.
