The administrative demands are growing radically by internationalization, globalizations and the development of mass-media. And this leads to citizens' high level expectation on Public Administration, i.e., high quality service. At this point, Public administration should have interest on what and how citizens want. And the necessity of increasing responsiveness of Public Administration by reflecting the citizen's demands to the policy is getting higher than any other time. This situation is more emphasized in local governments providing public services to the citizens.
Most of the local governments are under the pressure of responding to the endless expectation and needs of citizens through the exploration of the alternatives to manage impending matters effectively and efficiently in the financial hardness. In this circumstances, many local governments are paying attention to the new concept what we call 'the promotion of organizational performance' to respond social and economical demands of the citizens.
This study attempted to seek the practical alternatives contributing to the promotion of organizational performance by examining on determinant factors on organizational performance in Korean Local Governments. For achieving the purpose of this study, the independent variables such as Organization Culture(OC), Human Resources Management(HRM), Leadership(L), Organization on Structure(OS), Organizational Civic Behavior(OCB), Public Service Motivation(PSM), Administrative Reform(AR) were selected. And the dependent variable, Organizational Performance(OP) was composed to three sub-variables such as Efficiency, Effectiveness and Fairness.
The results of multiple-regression analyses are as follows ;
First, the most influential variables on OP were uncovered as AR, OCB, OC, PSM, L, HRM.
Second, the most influential variables on one of the sub-variables, efficiency were exfracted as AR, OCB, OC, L, PSM.
Third, the influential variables on another sub-variable, effectiveness were detected as AR, L, OCB, PSM.
Forth, the most influential variables on the other sub-variable, unbiasness were found as AR, HRM, OC, L, OCB, and PSM.
There results show that the best priority to promote local governments' organizational performance is the concerns of public administration Reform. To be reformed for the better condition, local governments should promote organizational performance through the intentive activity with designing new alternatives.
The local governments have to achieve the administrative reform goal, execute structure reorganization, introduce and operate the reformative program for the progress of organizational performance. Also organizational civic conscienceness is necessary to support innovative suggestion and fellow organization members' task by the organizational innovation and the organization members' willing endeavor through the administrative reform.
The society can be changed toward desirable direction only when the tasks are performed on the base of right and rational perception on public service.
