분단 구조가 일반정책에 미치는 영향에 관한 연구 : 분단적 정책 구조론을 중심으로 = The study of a bending effects on the Dividing Policy Construction

국문 초록 (Abstract)

이 글에서는 한반도의 분단이 일반 정책에 주는 영향에 대하여 살펴보고있다. 분단이라는 존재는 상태(常態)가 아니라 역동(逆動)이라고 할 수 있다. 물리적인 상태가 아니라 상호관계성의 구조라고 할 수 있다.
분단이 일반 정책에 미치는 영향에 대하여 살피는 것은 단지 정책을 논하려는 것이 아니다. 단지 분단사이에서 정책이라는 공적 지침이 어떻게 영향을 받아서 어떠한 결과를 낳았는지를 검토하기 위함이 더더욱 아니다.
그것은 일반 사람들이 어떻게 영향을 받았는가를 살펴보고자 함이다. 이러한 분단은 정책에 대한 영향이라는 형태로 사람들의 삶에 간여하게 된다.
이는 그 동안 정치적인 논의나 역사적인 논의가 아닌 정책학적 입장에서논의하는 이유이다.
이렇게 분단 구조화가 정책에 영향을 주는 구조는 분단적 정책 구조라고지칭하고자 한다. 이러한 분단적 정책구조는 법적 제도적 기반과 사회.문화적인 요소를 기반으로 구성된다. 사회.문화적인 기반에는 반공기제와 레드-컴플렉스, 색깔논쟁은 사회적 행위를 규정짓는 요소들이다. 이러한 요소들은 세 가지 수준에서 구조 층위를 형성한다. 그것은 분단의 구조적 맥락, 분단적 정책 행태의 유형, 분단적 정책 현상이다.분단적 행태는 분단적 정책 구조의 기본 요소를 바탕으로 정책 행태가 일어나는 것을 이르며 행태는 유형(Patterns)을 이루고 정책 현상을 일으킨다. 분단구조가 존재하는 사회에서는 분단 사회의 사회적 성격을 일반인은 물론이고 지식인, 정책가에게 요구한다. 그리고 정책의 종속성, 정책의 이중성, 초합법적 정책 행태, 정책의 촉진, 정책의 통합, 준(準)국가적 정책단체형성, 정책의 트렌치, 정책의 배제, 정책행위의 정당화라는 정책 행태의 유형을 낳게된다. 이러한 행태는 노동, 사회복지, 교육, 보훈, 출판, 토지,문화예술, 스포츠, 전력, 개인정보, 해외동포, 언론 정책 등에 영향을 미치게 된다.
이 과정에서 일부정권을 가진 이들이 정책을 자신의 임의대로 이러한 분단구조를 이용해 왜곡 굴절시켰다. 그러나 이러한 행위는 비단 일부 정당하지 못한 정권자들의 문제가 아니라는 것이다. 이는 정권교체로 잘 드러났다, 사회 각 객체들이 자신들의 이해관계를 반영하기 위해서 분단 구조를 이용하여 주체화를 추구한다.
이러한 과정에서 정책가들은 사회 문화적인 법적 제도적인 요소들뿐만 아니라 사회.문화적인 요소를 개선하기 위하여 부단히 노력해야 한다. 분단 50여 년 동안 구조화된 것이기 때문이다. 이러한 과정에서 공공영역을 최고 목표로 두는 각 개체들을 주체화시키는 노력을 네트워크화 시키는데 그 역할을 다해야 한다는 데 이르러 결론을 맺고 있다.

Korea is a divided nation as the partition of the Korean peninsula. A divided situation of Korean peninsula have a effect on the general policy process and policy results. It's means that have a effect on people's life and living.
Until recently, dividing korean peninsula is discussed primarily from a political perspective, that is, as a response to or as vehicle for a nation systems on South-North Korea.
This study focused on a policy construction in divided situation of Korea peninsula. That concept is a Dividing Policy Construction Thathave a effect on people's life and livelihood The construction in a Dividing Policy Construction is a social action with mutuality. A Dividing Policy Construction have a basic basis that have been existed generally for all long. That is consists of a lawful & institutional constituent and social & cultural requisite.
A Dividing Policy Construction a have effect on three district levels of policy layer: policy structure, patterns of policy behavior, and policy events.
A Dividing Policy Construction have been a bad effect on policy sector Such as education, art & culture, publishing, labor, and Social welfare.
It's means that A Dividing Policy Construction have been a bad effect a citizen' life and right in korean peninsula by self-interested group and individual.

Policy leaders can influence at three district levels: policy structure, patterns of policy behavior, and policy events. Policy leaders pay attention to all three levels in a Dividing Policy Construction.

Effect of dividing policy process is expected to increase the extent of distortion, expanding the scope of problem and thus leading to higher availability bias such as red-complex, anti-socialism, and color contention.
This study conclude that the Dividing Policy Construction is disorganized by all of the individual, organizations, groups in perspective of fair policy process which is for the people' life and livings. because the Dividing Policy Construction is distorts a people' life and have a pains people.
The rules of policy maker leaders are very importance in the Dividing Policy Construction that has a bad effects on people's life and livings.
