TThere have been a lot of problems found in small primary school's integration policy throughout various respects: objective achievement, efficiency, civilian's satisfaction, and necessity.
First, the objective of this small primary school's integration policy has been set without taking substantial consideration. The primary school's integration policy has been put in effect with wrong perception on issues such as the positive effect shown in the multiple lesson, the cost expected for the dismissed school's maintenance, the economical effect which will occur due to this policy, the relationship between small schools and communities, and the improvement of sociability and personality of these schools' students.
Second, based on its efficiency, it has been known that the government has been prioritizing this policy in order to normalize the educational course then to promote the better educational environment. The burden which instructors may have from the multiple lesson should be resolved Furthermore, sufficient financial and administrative supports to the small schools must be prioritized in promoting better educational environment.
Third, based on the civilian's satisfaction, this integration policy has been proceeded without taking consideration of civilian's opinions in the actual field. The governmental instruction on this policy was to put the civilian's opinion above of all and then to implement it. What has been worse, there has been cases of implementing this policy aggressively without the consideration of relationship between civilian and school, and the understanding of civilian's emotion in some places where they have strongly opposed. It caused the loss of reliability on the government.
Fourth, based on its necessity, the integration policy must be reconsidered in both its objective setting and its implementation. The proper understanding on small school should be prioritized for the improvement of educational quality and its financial efficiency. The integration policy according to communities has shown the lack of consistency and impartiality throughout the cases. This project has been suspended or turned down in some communities where strong resistance occurred.
This policy implemented by the Commissioner of Education with absence of consistent criteria, made civilians feel regional discrimination and inferiority. There should be a consistent behavior between the central government(the Department of Education) and a local government agency(regional educational office). Even though the central government put right policy on legalization, the course of its implementation sometimes turned out to be in the wrong track.
Based on the obligational education respect, the educational authority should make a good environment for all the students nationwide to receive impartial education in their communities. However, in reality it is a current situation that educational rights of students have been deprived by an educational authority which is supposed to protect students' educational right. The department of education regards the financial inefficiency of education as the most serious hinderance in maintaining and managing small schools. Education doesn't reflect its effects in a short period of time. The educational activity must not be evaluated with the principle "the most output with less input"
We had a dilemma between an educational welfare and investment efficiency of education's finances. It is not recommendable to maintain a small school, but to have a step, first of all, to determine what is most important in integrating small schools. Students are most affected when a school is integrated.
It is a natural phenomenon that a small school in a rural community exists due to a decrease in its population. Under the current-urbanization, even if all the small schools in the rural communities are integrated, the remaining small schools will be continuously minimized. Therefore, it will be a more realistic measure to look for the solutions in implementing high-quality education in a rural community by improving the small school's management rather than accelerating the minimization of the small schools with integration. The integration policy which made a rural community fall apart should be reconsidered.
