A civil movement has developed multifarious activities in its aim to bring about a just society through political democratization in all areas of society since the 1990's. It include various kinds of campaigns against authorities and for social goods. Each and every citizen should be guaranteed, at the least, a decent minimum standard of living.
No one should be left uncared for and forced to live in absolute poverty. But Government services and agencies that deal with and protect people from income loss and other disadvantages are not fully established. These problems are a major obstacle to firmly securing the desire for a better quality of life rises. Thus, civic groups plan to work the adequate enforcement of a law aimed at protecting those living under the poverty line.
The purpose of this study is to investigate the influence of civil movement on the decision-making process of social wlefare policy. To achieve this aim, this study is to analyze the case on the decision-making process of the National Basic Livelihood Protection Act.
The result of this study is as follows:
First, civic movement attained its purposes. In accordance with new legislation guaranteeing citizens a minimum standard of living, the allowances will be paid regardless of the person's age or ability to work. Therefore, the government has an obligation to confirm and ensure basic human rights of its citizens that cannot be violated
Second, it's internal factors were the aspects which influenced positively to achieve its goals: to firmly securing the desire for a better quality of life rises. Besides, civic movement raised policies for solving in social problems, and it efforted to seek policy alternatives and wanted them to be reflected on the policy.
Third, social movements were social organization's activities for the system execution. However, the policy regime was formed by president, ministers for political and economic affairs including economic bureucracy and political parties. In this study, they is included as the external factors of civic movement.
Consequently, civic movement functioned as a main factor which influences in the decision making of social welfare policy.
This study has some implications.
First, today civic groups campaign to monitor social welfare institutions in securing the social welfare rights for the citizens. So the research of decision-making process of social welfare policy should take into consideration of social movement, and its goal setting, organizational features.
Second, the goal of civic movement is included some issues in relation to social wlefare policy. It is directly related to the quality of life and the critical point of life. It is valuable that civil movement could be related with the future of social welfare and clear the problem in the each welfare in this country.
Third, it is important for social workers to play a role in social wlefare movement against government for the implementation of social policies. To achieve this, they must improve their professional capacity to reflect clients' demands on social policy and work with civil groups to ensure the adequate enforcement of a law aimed at protecting those living under the poverty line.
