    There are many kinds of chemicals that enrich human life in the ever changing world. But those chemicals also change into hazardous ones that cause damages and disasters, threaten our life. In order to correctly identify and further increase their usefulness, we have to find out their properties and corresponding solution. This thesis makes a precise redefinition of hazardous chemicals and shows an improved classification method based on domestic and foreign methods so far for the management of hazardous chemicals in normal times.
    and, the advanced control system of chemical accidents is researched giving the first consideration to the fire authorities.
    The results are summarized as follows.
    1. The classifications of hazardous chemicals for normal time control should be based on fire protecting law, which must be coincident with international trend and must be integrated classifications involving actual fire mobilization.
    2. Individual management in each steps of its life-cycle and accident recovery should be in charge of individual institution like current, but professional responses must be taken full charge of fire authorities for more quick actions. Most of all, it needs institutional reform that expend and become independent their play and roles.
    3. Integrated hazardous chemicals management center must be established for quick responses for accidents, and various database can help a professional response team who is ready for elaborate action scenarios.
