유럽문화수도 프로그램 운영분석을 통한 한국적 적용 가능성 검토 : 지역문화정책 발전전략의 관점에서

다국어 초록 (Multilingual Abstract)

Nowadays the value of 'culture' has got importance more than ever but I think it is most urgent question how we understand the value of culture and manage it with the view of the cultural policy. According to this viewpoint I intended to investigate the situations of Korean cultural policy and explore ways towards the adequate strategy. I thought the strategy may take charge of the function what can solve some problems that Korea faces.
Cultural policy of Korea has gone through lasting development in quality and quantity but in many cases the policies were released without the tangible possibility and ended as the consequence of slogan or declaration. At side of local cultural policy the emphasis on economic effect gave also rise to produce ill effects and local inhabitants were treated as not the subject of participation but the passive audiences.
Under the assesment of these situations I gave attention to the experience of the European Union(EU), because of we could find the way of solution to our problems through their cultural policy, especially "Cultural Capital of Europe" Programme. In spite of the limitations and some criticism, this programme has clearly produced significant results with the substantial side view of the development of the cultural life of local inhabitants and local cultural policy. As the result of this programme, the feeling of satisfaction of cultural life was increased and the substantial participation in cultural activities was also stimulated among local inhabitants.
These results intimate to us that the concrete and substantial policy what may promote the level of cultural life of local inhabitants and strive the development of the local culture is requested strongly. After the examination of the "Cultural Capital of Europe" Programme, I suggested tentatively named "Cultural Capital of Korea" as an alternative proposal under the conditions of Korea and I unfolded the objects and contents of the programme. But more detailed matters will be concreted and completed hereafter through the deep study and analysis into this subject.
