In modern society, the demand of the women power is rising and rising and the alternatives for breeding her children is required highly. After school, for the children of the mother with job, the education for whole man and the preventing his/her misconduct is responsible to the school, parents, the society and the nation and should be approached on the stand of children.
This study put its objects on the improvement of the upbringing environment by proposing new directions of the policy for the children welfare and groping the hopeful and relevant alternatives through the research of after-school children instruction.
The subject of study are after-school teachers instructing children, the social welfare mansions in Kyunggi-do and the parents putting their children in care of the mansion. The method is the questionnaire survey because it is the most useful method for comparition.
Through actual proof analysis measuring the apprehension and satisfaction of the after-school teachers instructing children the social welfare mansions in Kyunggi-do and the parents putting their children in care of the mansion, Korean children welfare policy and projects is appraised and then the hereafter alternatives for the children welfare policy as follows.
First, on the view of legislation, legislating「The Law of After-school Children Instructions」, establishing and governing「Information Center of After-school Children」, extending the open hours according to the demand of consumer and preparing the reliable safety control are urgent.
Second, on the view of education, the transparency and efficiency should be raised by the open governing of facilities. And the after-school children instruction program specialized to suit to the various values and life styles should be offered in compliance with the regions, term and grades.
Third, on the view of finance, the personnel expenses and the financial support should be modified in proper to the reality.
Forth, establishing the systems for supplying the upbringing personnel and their qualification and for re-education and payments is needed.
Fifth, the social cognition should be corrected and the effort to increase the programs for participation is required.
At last, the policy of children welfare should be established and administrated in compliance with the demand of consumer, protector including parents and in oder to educate for whole man. The desire of the supplier, personnel in the facilities should be also exacted to the synthesized, coherent and long-term policy.
We must recognize that the upbringing project will conclude our future directly and try to come true the dreams of children.
