전문직 사회사업가의 직업윤리와 가치에 관한 연구 = (A) Study on the vocational ethics and values of professional social worker's

국문 초록 (Abstract)

본 연구는 전문직 사회사업가의 직업의식을 실증적으로 규명함으로써 현직 사회사업가의 전문성을 측정하고 한국사회복지사 윤리강령의 인식정도를 알아보는데 있다.
이를 위해 사회사업가의 전문성과 가치 및 직업윤리의식을 조사하여 사회사업가의 전문성의식과 한국사회복지 윤리강령의 현실을 파악하고자 하였다.
조사 결과 조사대상자의 90.3%는 사회사업이 전문직이라는데 동의하지만, 전문성개발을 위한 노력은 부족한 것으로 나타났다. 또한 자기분야에 대한 신념과 공공서비스에 대한 신념은 높게 측정되었지만, 업무의 자율성과 자체규제에 대한 신념은 가장 낮게 측정되어 전문성 확보를 위한 다각적인 노력이 필요한 것으로 나타났다.
사회복지사윤리강령의 인식정도에서는 사회사업가의 책임의식은 높게 나타났지만, 가치 전달에 대한 태도는 낮게 측정되어 개인의 가치에 따라 서비스 내용이 달라질 수 있음을 보여 주었다. 또한 클라이언트에 대한 사회사업가의 의무에서는 클라이언트의 자기결정권과 평등권이 잘 이루어지지 않는 것으로 나타나 사회복지사윤리강령의 내용이 현실과 거리감이 있음을 보여주었다.
따라서, 사회사업가의 전문성 확보와 직업윤리의식을 높이기 위한 방안으로 다음과 같이 제언하고자 한다.
첫째, 전문성 확보를 위한 합의체 구성을 통한 지속적 연구활동과 전문사회단체로서의 기능이 강화되어야 한다.
둘째, 사회사업 가치와 윤리교육의 강화하여 학교교육과 전문기관에서의 실습을 통해 올바른 슈퍼비전을 제시한다.
셋째, 한국사회복지사 윤리강령은 현재의 조항별 구분이 아닌 우리현실에 맞게 항목별로 구분하여 개정되어야 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to determine the occupational consciousness of profes sional social workers in order to measure the expertise of in-service social workers and the moral principles in the Korean social welfare.
For the purpose, the expertise, values and vocational ethics of social workers were examined to figure out the reality of their expertise and of moral principles in the Korean social welfare.
As a result, 90.3% of the subjects agreed that social worker was a professional, but their effort to develop expertise wasn't enough. Their conviction in their own field and public service was rated high, but the conviction in work autonomy or self-regulation was rated the least, which indicated a need to secure more expertise from multiple perspectives.
Concerning the awareness of moral principles for social worker, they had a strong sense of responsibility, but their attitude toward value delivery wasn't rated good, and this fact showed service might depend on individual values. Regarding social worker obligation for client, the right of self-decision and equity of client wasn't guaranteed well, which implied that the moral principle of social worker was far away from the reality.
As a way to raise the expertise and vocational ethics of social worker, the following st eps might be suggested:
First, sustained research efforts should be done to increase expertise by building a council, and it should play more part as one of professional social organizations.
Second, social worker values and ethics should be educated more deeply, and school and related institutions should provide more practices to show the right direction for supervision.
Third, the moral principles for social worker should be revamped by item to fit our circumstances, not by current provision.
