It has been over 10 years since the present local council system was introduced in Korea. Even though the local council has contributed to democratization and effectiveness of local administration, some have brought up the issue about ‘Uselessness of Local Council’. This study observed the role and the problems of the local council, and evaluated the quality of local council members through the eyes of local government officials. By doing this, it has been researched why the uselessness of local council has been brought up and how this kind of problem can be improved. Based on the result of this research, this study explored the ways of the desirable development of the local council. In order to achieve the aim of this study, the questionnaire by interview has been conducted with selecting the sample of 330 local government officials of Yeong-ju City. In the result of this questionnaire, it was represented that the local government officials of Yeong-ju City generally placed low value on the role of the local council and the quality of its members. It is also shown that more specified officials are more concerned about the passive role of observation, control, examination and evaluation for the executives, but are less concerned about the positive role for decentralization of power, the role of citizen’s representative and the policy. It alse shows that the biggest problem of the members is the lack of their professional knowledge, morality and integrity. Concerning the issue about the uselessness of the local council, the most important cause has been considered as the lack of the quality of local council members. In order to sort out this problem, it is necessary to launch the following suggestions such as, the improvement of election system and local council management’s method with the improvement of local council members’ qualification and the extension of citizen’s participation. Based on the research above, I argue that the following plans need to be executed as soon as possible in order to encourage the local council to go to the direction towards the desirable development. First, the professionalization of the members should be promoted. In order to do this, it is the first thing to strengthen the role of their assistance and support system. Second, the morality and integrity of the members should be improved. To accomplish this, the evaluation system of their activities should be introduced and their activities should alse be clarified with digitalization. Third, citizen’s participation in the local council should be extended. In order to encourage this, the extra-control of the local council is to be strengthened and citizen’s participation with concern is to be induced. Forth, the election system of local council members should be improved. In order to do this, they should improve small-city’s illness, secure citizen’s representation and promote the citizen’s concern. Fifth, the organization and management of the local council should be improved. In order to do this, it is required that the fairness of chairman group election and the professionality, continuity of standing committee are promoted, and the management of the local council is based on the concept of productivity. Sixth, the function of the local council should be enforced. In order to do this, it is necessary to realize the principles of restraint and balance between the local council and the executives. These suggestions can be necessary conditions, but cannot be sufficient ones. The most important function of the local council is citizen’s representative function and the authority consists in reflecting citizen’s idea through the council. Therefore, the members of the local council need to apply themselves diligently to professional knowledge and positively carry out their duties based on morality and integrity.
