Ⅰ. Purpose
In recent years, the Korean local authorities have expanded their international exchanges and cooperations for the development of local economy. This phenomena have provoked many controversial issues with regard to the factors and effects of the relations and exchanges of local authorities. However, theoretical and empirical studies on the phenomena of the local international relations and exchanges have not been performed sufficiently.
In this context, the purpose of this study is to analyze the determining factors and effects of the international exchanges and cooperations of local authorities. More specifically, the purpose of this study are to analyze the characteristics of the international exchanges of local authorities and to examine the determining factors and effects of the international exchanges and cooperations. Also, based on the analysis this study attempts to examine policy implications which may improve quality and quantity of the international exchanges and cooperations of local authorities.
Ⅱ. Theory
This study reviews theories which deal with the international exchanges of local authorities. Especially, this study examines the international exchange theory of local authorities such as the classic theory and neo-international exchange theory. Based on the literature review, this study proposes some hypothesis on the international exchanges of local authorities.
The hypothesis related to the determining factors of the international exchanges and cooperations are proposed as follows. First, the more manufacturing firms are in the local authorities, the more active are international exchanges. Second, the more service firms are in the local authorities, the more active are international exchanges and cooperations. Third, the more employees are in the local authorities, the more active are international exchanges and cooperations.
The hypothesis related to the effects of the international exchanges and cooperations are proposed as follows. First, the moreactive are international exchanges of local authorities, the larger are international trade. Second, the more active are international exchanges of local authorities, the higher is GRDP.
Ⅲ. Analysis
Major statistical methods to analyze the collected data were the multiple regression, frequency, and percentage. The SPSS program was used to analyze the data. The major findings of this study are as follows.
First, the analysis on the determining factors of the international exchanges and cooperations of local authorities indicated that the manufacturing industry was significant at the 10% level of significance and the service industry was at the 5% level of significance in explaining the level of the international exchanges of local authorities. Also, the level of local informationalization and the local tax rate were significant. at the 1% level of significance, and the budget for the international exchanges was significant at the 5% level of significance, respectively.
This results implies that the manufacturing and service industry, the level of informationalization, local tax rate, and budget of the international exchanges have significant effects on the level of international exchanges and cooperations of local authorities.
Second, the analysis on the effects of the international exchanges and cooperations of local authorities indicated that the international exchange variable was not significant in explaining the international trade. However, the variable was significant the 1% level of significance in explaining the variance of the local GRDP variable.
Also, the budget of the international exchanges was significant at the 10% level of significance in explaining the GRDP variable.
In sum, this results imply that the international exchanges and cooperations of local authorities may have some positive affects on the regional economy. However, the effects are limited.
Ⅳ. Policy Implications
The results of the analysis provide some policy implications.
First, the international exchanges and cooperations of local authorities should be geared to revitalize the regional economy.
Second, with regard to the management of international exchange and cooperations, local authorities should secure sufficient budgets of international exchange.
Third, the analysis indicates that there should be improvement in the institutional arrangements of the international exchanges and specialization of the officials.
Ⅴ. Conclusion
In general the results of this study tend to conform to the international exchange theory such as the classic theory, neo-international exchange theory in the analysis on the determinant factors and effects of the international exchanges of local authorities. In particular, the manufacturing and service industry, the level of informationalization, local tax rates, and budgets of the international exchanges appear to be the variables which may effect on the level of the international exchanges of local authorities. The more active are international exchanges of local authorities, the larger are trade. The more active are international exchanges of local authorities, the higher are GRDP.
This analysis provides some useful policy implications for the international exchanges of local authorities. Particularly, the results tend to emphasize revitalization of the regional economy, secure the sufficient, budget for the international exchanges, and give importance of the role of local authorities for active international exchanges and cooperations.
