This thesis is the study for efficient operation of the Agency system which is introduced as one of the government's reform projects in Korean government and which pursues a government entity's independent responsibilities for its management and operation.
The Agency system which was started by Great Britain in the form of Executive Agency in 1988, was followed by many OECD member countries such as the United States(PBO), Canada(SOA), and New Zealand(Crown Entity). Even though the Agency system varies slightly county to county, its common purpose is to elevate the productivity and efficiency of administration, introducing the private sector's managerial skills to government entities which can be characterized as an executive organization or government enterprise.
In the year 2000, the Korean government launched the Agency system under the name of "Responsible Operating Agency(ROA)," following Great Britain's model. However, the Agency system is still under experimentation status within the Korean government. Adopting the Responsible Operating Agency is in Korea the first comprehensive and representative approach that is based on the performance management system. Besides, the concept of performance management system is not widely accepted in Korean administrative culture.In this regard, the successful institutionalization of the ROA has become a primary concern to evaluate the progress of Korea's administrative reform.
The objectives of this study is to provide useful parameters for policy-making that can help the rapid settlement and successful operation of the performance management system in Korea, analyzing the concurrent problems in the operation of ROA and providing practical guidances for feasible improvement.
This thesis is composed of seven chapters. The background, objectives, contents, and methodology of this study are described in chapter 1. In chapter 2, the backgrounds of the New Public Management and the performance management system are evaluated on the basis of the theoretical review of the Agency system. Also, previous study, operational principles, and characteristics of the system are analyzed. This research is also framed to provide the operative analysis of the core principles, i.e., competitive system, management autonomy, and performance evaluation, and the inter-dependant relationship among them on the basis of the literature review, comparative studies, and questionnaire.
The chapter 3 includes the unique experiences and lessons of other countries which are obtained through comparative and analytical approaches. Actual problems and their countermeasures are identified through the questionnaire and surveys on the public officials who are currently working inside ROAs and management divisions of those Agencies. These findings are described in chapter 4.
In chapter 5, concurrent problems within ROAs are revealed byanalyzing the various factors such as selection and qualification of Agency director, management operation including personnel and budget, product evaluation, and etc. Chapter 6 enumerates improvement plans for ROAs. The plans are recommended based on the literature review, comparative analysis, and recognition survey. Lastly, findings in this study are summarized in chapter 7 with the explanation of problem analysis, recommendations and limitations .
The study on the efficiency of the Agency system in Korea is in a very beginning stage. Although this study tries to identify comprehensively and macroscopically the colors of the newly-started system in its early stage, it deems that the specific areas such as enlargement of management autonomy and objective approaches of performance evaluation need to be studied further. In addition, more studies on the operation result of the Agency system are necessary in order to measure how much the system actually helped to increase the administrative productivity and efficiency. However, it is essential, needless to say, that the findings of these efforts must be conveyed to the policy decision makers of ROAs in oder to operate the Agency system more successfully, to settle the performance management system faster, and to improve the systems further.
