In our country the shortage of supply and imbalance between demand and supply of rental housing are problems of housing policy. In particular rental housing subject to Rental Housing Law fall far behind the requirement. Because in private sector the supply is unable to meet demand at all. About 44.2% of entire households are living in rental housing, and in case of urban areas such shortage is much worser. Those living in the rental housing are suffering from high rent and lower quality of residence.
First, introduction of long-term fund to help rental housing market was not successful. When rental housing market were sluggish duing to depressed housing market, fluid fund was introduced to encourage the market.
Second, as the low-income group cannot afford the public rental housing, most of it goes to middle income group who can afford. As the privilege of tax reduction and exemption for property tax, combined land tax, acquisition tax and registration tax etc. is confined to small-size apartment, it fails to satisfy the demand of tenants who want varying sizes. Accordingly those living in the Small-sized rental housing supplied all over the country are complaining inconvenience. And they have erroneous view on rental housing that it is only for low-income group.
To revitalize rental housing it is necessary to remove various types of restrictions through appropriate policy. The diversification of rental housing is also required.
First, it is necessary to induce overseas fund and corporations which have long-term funds.
Second, modernization of rental housing industry is necessary. And the recognition of people that rental housing is for low-income group.
Third, rental housing industry needs to be more professional to respond divergent needs.
Fourth, standards of rental system must be established. "Jeonsei" system unique to Korea must be changed to monthly rent payment system.
Fifth, expansion of tax reduction and exemption scheme currently applied to large-size housing is necessary.
