시각장애인의 직업재활 활성화에 관한 연구 = (A) Study on the activation the vocational rehabilitation of the visual handicap

국문 초록 (Abstract)

흔히 인간은 사회적 동물(social animal)이라고 한다. 이 말속에는 인간이란 혼자서 독단적으로 살아갈 수 없다는 것을 내포하고 있는 것이다. 하지만 비장애인과는 달리 장애인의 경우 사회에서 고립된 사회적 이탈자라 할 정도로 일반 사회와 격리되어 홀로 고립된 생활을 하고 있다. 더욱이 직업생활에 있어 시각장애인은 타장애 영역에 비해 업무 수행 능력이 떨어지는 관계로 기업 측의 특별한 배려와 정부의 제도적이고 정책적인 지원이 절실히 요구되는데 정부의 지원이나 기업의 배려가 아직까지는 미진한 실정이다.
이에 본 연구는 고립되고 격리된 상태로 살아가고 있는 시각장애인들에게 효과적인 직업재활을 통해 안정된 직업을 보장해줌으로써 사회로의 복귀를 도모하고 그들이 자신의 능력을 최대한 발휘하여 사회의 한 구성원으로 삶을 향유해 갈 수 있는 방안을 모색해 보고자 한다.
본 연구의 목적은 현재 우리 나라 시각장애인들의 전반적인 경제활동 현황과 문제점 그리고 지금까지 우리 나라에서 정부기관과 민간단체에서 시행해 온 시각장애인을 위한 직업재활정책이나 프로그램들을 살펴보고 그 문제점을 도출할 것이다. 또한 우리나라의 시각장애인들은 주로 안마업, 침구업, 복술업 등에 종사하고 있는데 이들 업종에 대한 현실적인 문제점을 살펴보고 각 업종별 개선 및 활성화 방안과 이들을 위한 직종확대와 직업안정에 대한 정책적 활성화 방안을 제시하는데 있다.
본 연구의 분석 및 대안 제시를 위해서는 조사 방법론적 접근의 한계성으로 인해 기존 통계자료나 정책자료를 활용하여 시각장애인 경제활동의 문제점과 시각장애인을 위한 직업재활 정책 및 프로그램에 대한 문제점을 도출하고 시각장애인의 직업재활과 관련된 각종 서적, 논문, 보고서, 정책자료, 단행본 등을 종합적으로 분석하였다. 것이다.
시각장애인들의 경제활동 현황을 살펴보았을 때 일반 기업으로의 고용이 매우 저조한 것으로 나타났다. 일반 기업으로의 고용 확대와 고용 유지를 위한 정책적 활성화 방안으로
첫째, 시각장애인 직업재활 전문기관의 설립은 각 기관에서 실시되고 있는 민간부문의 직업훈련이 보다 효과적으로 실시될 수 있도록 지원하고 특히 직업훈련 이후의 고용개발에 보다 주력해 나가야 할 것이다.
둘째, 창업이 시각장애인 직업재활에 있어서 하나의 의미 있는 대안이 되기 위해서는 창업가능성 분석, 사업타당성 분석 그리고 수익성 분석을 실시하는 전문 컨설팅이 지속적으로 실시되어야 할 것이다.
셋째, 직업재활과정에서의 취업 지원은 현장 중심의 훈련 및 알선을 중심으로 하여 이루어져야 하는데 취업 지원의 방안으로 현장실습이나 직장적응훈련 등이 효과적으로 활용되어야 할 것이다.
시각장애인의 3대 업종인 안마업, 침구업, 복술업 등은 법률적으로나 사회적으로 완전하게 인정받지 못하고 있는 실정이다. 그리하여 불안정한 고용 형태를 보이고 있는데 이와 같은 불안정한 업종들을 확실하고 안정된 직업으로 확립시키기 위한 업종별 활성화 방안으로
첫째, 안마업의 법률 제도화를 통한 의료행위 규정의 개정과 제도의 정비를 통해 장애인고용촉진법 시행상의 유보고용을 장애인고용촉진법에 의한 확실하고 안정된 직업으로 보장해 주어야 할 것이다.
둘째, 침구업을 시각장애인들의 확실하고 안정된 직업으로 보장해 주기 위해서는 현행 침구사와 관련된 의료법의 개정과 이를 위한 관련 법률의 입법이 이루어져야 할 것이다.
셋째, 점복업을 과학화시키기 위해서는 우선적으로 주역의 과학적인 분석을 통해 주역의 내용을 알기 쉽게 현대적 용어로 해석하여 어느 누가 보더라도 쉽게 이해할 수 있는 내용으로 재편성 해야할 것이다.
넷째, 시각장애인의 기타 전문업종으로 피아노 조율, 컴퓨터 속기, 헬스키퍼, 텔레마케터 등의 활성화 방안을 제시해 보았다.
본 연구에 대한 제언으로 첫째, 직종 개발에 있어 시각장애인들도 개성이 다르고 자질과 능력이 모두 상이하기 때문에 개별적 사례에 초점을 맞추어 시각장애인이 할 수 있는 다양한 신직종을 지속적으로 연구 개발하여 이를 위한 훈련과 지원방안을 모색해야 할 것이다. 둘째, 직업생활 안정과 고용 유지를 위한 각종 관련 법률 및 규정들의 정비가 이루어져야 한다. 셋째, 시각장애인 직업재활에 있어 장애인 인력관리제도의 확립이 필요하다. 마지막으로, 시각장애인의 성공적인 직업재활을 이루기 위해서는 사회구성원 전체의 인식전환, 기업차원에서의 구체적이고 실질적인 준비과정, 정부의 적극적인 정책지원뿐만 아니라 장애인 스스로의 노력이 조화롭게 이루어져야 가능할 것이다.
본 연구를 통한 분석 및 평가 그리고 대안의 제시에도 불구하고 본 연구는 몇 가지 한계점을 가지고 있다.
첫째, 본 연구를 위해 각종 문헌 및 연구 조사 자료를 충분히 활용하고자 했음에도 불구하고 지금까지 본 주제에 관한 연구가 미비한 관계로 문헌이나 연구물이 부족하여 문헌조사에 있어 미흡한 측면이 많다는 점이다. 둘째, 연구방법이 문헌연구인 관계로 개선 및 활성화 방안의 제시에 있어 그 내용이 현 실정에서는 실현되기 어려운 원론적인 내용일수 있다는 점이다. 셋째, 시각장애인의 직업재활에 있어 그들의 현실적인 어려움과 진정으로 원하는 바를 제대로 파악하지 못해 시각장애인의 진정한 직업재활 활성화에 얼마나 도움이 될 수 있을지에 대한 의문점 등이다.
이에 대해서는 향후 연구과제로서 좀더 발전적이고 확실한 결과를 제시할 수 있도록 한계점으로 남겨 두고자 한다.

다국어 초록 (Multilingual Abstract)

We commonly call Man 'Social Animal'. It means that Man can not live a arbitrary life alone but the handicaps as compare with the common people can't help living alone in the isolated condition from general society.
The visual handicap needs particular consideration of enterprise and institutional, political support of administration because the visual handicap in comparison with the other handicap fall down capacity of accomplishment in job living. But in spite of this demand, the support of government and the consideration of enterprise is incomplete circumstance.
This study will grope plans to help returning to the society securing the stable vocation through the effective vocational rehabilitation and live a member of society displaying their ability maximum to the visual handicap who is living alone.
The purposes of this study can be explained following as:
First, this study inspect the present condition and problems of the whole economic activity of the visual handicap.
Second, this study inspect, the vocational rehabilitation policy and program for the visual handicap which nowadays governmental or private organization carry out, find the problem.
Third, the visual handicap is engaged in massage, acupuncture, divination job in Korea. The study will inspect realistic problems on these jobs and present the improvement and activation plan on each job.
Fourth, the study will present the political activation plan on the job magnification and occupation stability for the visual handicap in their's vocational life.
The method of study
In order to analyze the problem and present the plan, because of limitation of the research method. This study will find the problem of economic activity and the policy and program of the vocational rehabilitation for the visual handicap utilizing established statistic data or policy material. and this study will present the activation plan of vocational rehabilitation for the visual handicap through the documentary study to analyze the related vocational rehabilitation separate volume, the doctor's thesis, the written report, the scientific essay, statistics data, policy material and so on.
The result of this study can be summarized following as:
The institutional activation plan
First, the government must support the vocational training of each private organization rather than establishment of additional the vocational training organization in order to be effective the vocation rehabilitation for the visual handicap and will make an effort development of employment after the vocational training.
Second, the visual handicap needs continuous consulting which analyze the possibility of inauguration, the adequacy of business and the earning of business in order to be meaning plan for the visual handicap.
Third, the employment support must carry out based on employment and mediation in the vocational rehabilitation process.
And the plan of employment support will be utilized the field practice and the adaptation training effectively.
The activation plan on the each vocation
First, revision of medical regulation through lawful institutionalization on massage job and through preparation of system, the pending job must change to actually vocational security in promotion law of employing the handicap.
Second, the government must establish revision of medical law connected to the acupuncture or legislation related to the law in order to be a stable vocation for the visual handicap.
Third, the school for the blind will have to establish the academic system and found the education process on the science of divination. also in order to be specialization the divination, the visual handicap will have to translate the contents of the divination and recompose it to understand anyone easily.
Fourth, the study presented the activation plan on the piano tuning, the computer stenography, the health-keeper and the telemarketing as the special vocation for the visual handicap.
Following are some suggestion on the vocational rehabilitation of the visual handicap.
First, the government must continuous study and develop the multiple new type of occupation and grope the vocational training and the support plan because the visual handicap is not same to personality, disposition, capacity focusing on the individual case in development type of job.
Second, the law and regulation for vocational living stability and employment upkeep is to accomplish revision.
Third, the establishment of management system of the handicap employee is demanded in vocational rehabilitation for the visual handicap.
Last, the recognition conversion of all of social members, the actual and active preparation process of enterprise, the institutional support of government and self effort of the handicap will be accomplished with harmony so as to be successful vocational rehabilitation of the visual handicap.
