탈북청소년의 남한 사회 적응에 관한 연구 : 심리,사회적인 측면을 중심으로

국문 초록 (Abstract)

본 논문은 탈북청소년들의 남한사회 적응 현황을 조사하여, 그들의 적응을 돕기 위해 사회복지분야에서 제공되어야 할 서비스가 무엇인지를 파악하는데 필요한 실제적인 기초자료를 제공하는 데 목적이 있다.
이를 위해 하나원에 거주하는 10, 11기 탈북청소년 22명의 하나원에서의 생활과 이 중 4명을 선정하여 이들을 대상으로 남한의 지역사회에서의 적응 현황을 조사하여 기술하였다. 조사는 2000년 12월부터 2001년 2월까지 하나원의 탈북청소년을, 2001년 4월부터 2001년 6월까지는 지역사회에 거주하는 탈북청소년을 대상으로 약 7개월에 걸쳐 이루어졌다. 조사방법으로 참여관찰, 심층면접의 기법을 활용하였는데, 심리, 가정, 학교생활, 친구 및 대인관계 영역으로 범주화하여 주로 심리·사회적인 측면에서의 적응 현황을 조사하였다.
본 조사를 통해 심리적 외상, 가정의 해체 혹은 가족간 갈등, 학업능력 미비, 친구와의 이질감으로 인한 관계 형성의 어려움 등 남한 사회 적응상 다양한 문제들을 겪고 있는 것이 확인되었는데, 반면 탈북청소년들의 독특한 생활 경험으로 인해 그들만이 가지게 된 강점들도 발견되었다.
탈북청소년의 이러한 적응상 어려움을 극복하기 위해 첫째, 국가적으로 연소자 탈북자에 대한 관심 증대와 그들에 대한 구체적인 정책이 필요하다. 둘째, 하나원에서 탈북청소년에 대한 전문적인 서비스와 특별관리가 필요하다. 하나원에서의 이런 관리 자료들이 민간의 단체에 인계된다면 더욱 효과적인 서비스를 제공할 수 있을 것이다. 셋째, 보호자가 없는 탈북청소년에 대해 적합한 신변보호담당관의 배치가 필요하다. 넷째, 각 지역복지관에서 탈북청소년에 대한 사례관리가 이루어져야 하며, 지역사회 자원을 활용하여 탈북청소년들에게 다양한 관계망을 제공해 주는 것이 필요하다. 다섯째, 남한의 국민들이 편견을 내려놓고 북한이탈주민에 대한 바른 이해와 협력을 할 수 있도록 사회적인 분위기 조성이 필요하다.

다국어 초록 (Multilingual Abstract)

The object of this thesis is to observe the reality of the North Korean teenagers in South Korea and provide the basic informations needed for the social welfare so they can help the kids to adjust in our society.
Twenty-two adolescent defectors' life at Hanawon were observed. And four of them were selected to observe their adjustment in their community. Twenty-two kids were observed since December of 2000 till February of the next year. The intense observation of the four kids took place from April, 2001 till June 2001. The entire observation took total of 7 months period. For the study, participant observation and in-depth interview methods were used, mostly dealing psychological and social adjustment of the kids in different areas of the society such as psychology, home, school life, and relationship with friends.
Through the study I have found out the varieties of problems the North Korean teenagers face in their adjustment in South Korea such as psychological trauma, destruction in the family, insufficient learning proficiency and the relational problems which come from the difference with other Korean friends. But at the same time I have also found out their unique and positive aspects which come from their experience
To overcome those adjustmental difficulties of the North Korean teenagers in South Korea, first of all we must have an interest and specific policies for the North Korean kids as a government. Secondly there need to be a professional and special care for the North Korean kids at Hanawon. If all the informations about them at Hanawon were to be transferred to the public civil organizations, then they could provided a more effective services. Thirdly, there need to be proper police to protect the North Korean kids who do not have parents. Fourthly, local social welfare agency must have case management for the North Korean kids. And also provide social relationship network to the kids through its regional resources. For last, it is essential to have a proper social enviroment were the people can get rid of their prejudice and have a right understanding of the North Korean Defector and cooperate for the North Koreans in the South Korea.
