    IT and Internet-led revolution introduce one of new paradigms into the education, which is so called Cyber university that is based on on-line education. Therefore we need to have a new access to Cyber university as a substitute of the next education that enables building I&T community and completing lifelong education. A futurist Elvin Toffler says in his book The Third Wave that no one, no country and no group could survive that doesnt foretell and adjust itself to the corruption of the existing educational system. He also estimates The e-education will play an important role to create culture and this is coming true thesedays.
    Today rapid development of I&T(Intelligence and Telecommunication) technology has brought a lot of transitions to physical space-oriented education.
    Cyber education will be the new education system for educators from standpoint that it is able to handle effectively all the demands of reeducation and lifelong education as the accumulation of intelligence is getting fast through the whole society with on-going digital generation. From that point of view, the distinctive feature of new education has to help demanders choose the suitable program for themselves. And it should give learners a flexibility that let them carry out their job and class at the time. Also the open education circumstance is necessary which doesnt belong to physical environment: time, space and etc.
    A new teaching model based on the internet-the web- is coming to the surface as people activate EII(education in internet). The Web used to be applicable to search unilaterally the lettered information. Now the progress of Web technology and development of practically applied hardware has changed the Web to be interactive and multimedia-environmental. This change varies educational applications of Web. Web offers what all the learners want to demanders in open environment. Those data not only are flowing into learners thought process naturally in shape of hyper text which is alike the information organization of human but also enable a quick delivery of the information. In addition, materials on the Web are quickly modifiable for uses own purpose or demand. It helps elevating the most output with the least input on time.
    My treatise will presents an activation of education on web from a viewpoint of extension of educational objects, technology development, the current state of science technology and market by remote education in internet coming to the surface of a transition of education environment and IT technology.
    The 1st chapter shows the necessity of remote education in internet-on the web , the 2nd chapter, the background of online education now in spread and the concept and current status of WBI, the 3rd, the advantage of constitution theory when applied to the remote education and the 4th, the whole analysis on remote education and the current situation of cyber education web market domestically and beyond the sea and at last the 5th, remote education on the web, that is to say technical aspects of cyber education, todays status of domestic and overseas cyber education market and LTSA suggested by IEEE1484(Learning Technology Standards Committee), Standardization of education on the web. And at the last the suggestion of direction of effective advance in domestic market in the future comes last.
