청소년 자원봉사활동의 개선방안에 관한 연구 = (A) Study on the improvement of the youth voluntary activities

국문 초록 (Abstract)

복지사회를 이루기 위해서는 무엇보다도 자원봉사활동의 활성화가 선행되어야 하며 이는 청소년기의 교육 및 훈련을 통한 생활화가 되어야 할 것이다.
청소년 자원봉사활동은 체험학습을 통해 청소년들이 지역사회에 관심을 갖고 사회 구성원의 한 사람으로서 상호이해와 협력관계를 형성하여 개인적 만족감과 가치 창조, 사회참여 기회의 확대라는 점에서 매우 중요한 의미를 지닌다.
그러나, 청소년 자원봉사활동의 제도화로 인하여 봉사활동이 양적으로는 발전하였지만 질적으로는 그렇지 못하다는 것이 현행 자원봉사 제도의 공통된 의견이다.
이에 본 연구는 현재 실행중인 청소년 자원봉사활동의 실태를 분석하여 문제점을 파악하고 그 개선방안을 도출하여 청소년 자원봉사활동의 활성화를 모색하고자 하였다.
본 논문의 제2장은 청소년 자원봉사활동에 대한 이론적 논의로서 자원봉사 활동의 개념과 내용 및 청소년 자원봉사활동의 의의와 봉사학습, 교육적 가치와 기대효과에 대하여 문헌조사를 통하여 살펴보았다.
제3장은 부산시내 남·여 인문계 및 실업계 고등학생 160명을 대상으로 설문조사하여 활동내용, 기관실태, 교육실태, 만족도 및 활성화방안에 대하여 전반적으로 분석하였다.
제4장은 설문조사 결과를 토대로 하여 현행 청소년 자원봉사활동의 바람직한 정착을 위한 문제점과 그 개선방안을 제시하였다.
실태조사 결과 비자발적인 참여동기, 편중된 활동시간, 단순한 활동영역, 부적절한 배치 및 평가, 사전교육의 미비, 이론적인 교육내용 및 방법과 봉사담당자의 비전문성, 봉사시수의 부담 및 자원봉사활동의 활성화를 위한 법적 보장의 미흡을 문제점으로 지적할 수 있다.
또한 그 개선방안으로 다양한 참여경로, 지속적인 동기의 부여, 봉사활동에 참여할 수 있는 최소한의 시간 보장, 적절한 봉사영역 및 프로그램의 개발, 적성에 맞는 배치, 질적인 평가방법의 개선, 교육교재의 개발, 교육전문가를 통한 봉사교육 및 이를 위한 전담자의 배치, 봉사자들에 대한 특전 및 기회의 제공을 통한 인정과 위험에 대비한 보험의 도입 등 법적인 보장을 제시하였다.
제5장은 결론으로서 본 연구의 요약을 간략하게 정리하였다. 자원봉사활동은 새로운 시대의 복지욕구이며 청소년들은 선진복지사회를 이끌어 갈 자원으로서 이들의 자원봉사활동이 생활속에 정착될 수 있도록 앞서 제시한 방안들이 효율적으로 추진되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

The voluntary activities which is needed for the welfare society can be built through the education and exercise during the youth period. The youth voluntary activities is very important not only for their personal satisfaction but also the creation of their views of values because it makes the youth to pay attention to the community problems and extends their experiences through the participation of community works, so it makes the youth to understand the others and cooperate with each other.
During last decades the youth voluntary activities was institutionalized and extended it's boundary of works, but the quality of works are not developed as much as we expected. So this study tried to articulate the current status of activities of the youth volunteers and analyzed the problems in the activities. By the analysis I suggested some recommendations for the improvement of youth voluntary activities.
This study is composed of 5 chapters. At first chapter, I described the purpose and the methods of this study.
Second chapter consists of theoretical background for this study. It contains the concepts and contorts of the voluntary activities and describes the educational values and effects of the youth voluntary activities,
Third chapter surveyed the contents of works of the youth voluntary activities, the current status of the volunteer institutions, the training for the volunteers, the satisfaction of the volunteers and any devices which the volunteers think the best way to improve the voluntary activities system through the questionnaires.
Fourth chapter analyzed the problems in the current activities of the youth voluntary activities and suggested some recomendations for the improvement of that system. I found some problems such as,
1. Some volunteers do not participate voluntarily.
2. They do very simple and routine tasks during the voluntary services they don't have any interests from the works.
3. The date and time when they participate for the voluntary services is very limited to their vacations so the objective institutions which need volunteers don't like such volunteers who comes during the vacation.
4. There are not any training programs in the objective institutions for the voluntary activities and also there are not assessing systems after works.
5. There are not any special officers who take care of the volunteers and their works.
By the results of such as analysis I suggested some recommendations for the improvement of the youth voluntary activities such as,
1. We need to offer various routes for the participation of volunteers.
2. We need to motivate volunteers for their voluntary participation.
3. we need to provide volunteers training programs before they start to work.
4. We need to provide proper assessing programs after they finish their works.
5. We need to establish legal support to promote the voluntary activities and to post special officers in the institutions.
Fifth chapter concludes this study by summarizing this article.
The voluntary activities is a new welfare needs in the new era. And the youngmen are new human resources who can lead this society to the welfare society. So we must try to establish proper systems for the youngmen continue to serve as volunteers.
