제주문화관광 활성화에 따른 방안 : 음악축제 중심으로

국문 초록 (Abstract)

제주지역경제에서 가장 큰 비중을 차지하고 있는 관광산업이 ‘90년대에 이르러 내국인의 해외여행 선호등 여러 가지 요인에 인한 제주관광의 어려움을 겪게 되었다. 따라서 현재 제주도의 관광산업은 커다란 전환점이 필요한 시기라고 할 수 있다.
문화는 관광객에 있어서 가장 관심 있는 관광의 대상이다. 특히 독특하고 차별성이 있는 문화는 관광자원으로서 훌륭한 가치를 지니게 된다. 그래서 본 연구는 제주관광의 활성화 방안으로 음악축제를 관광자원화 하는 측면을 연구하였다. 본 논문에서는 문화관광의 이론적인 고찰과 세계 각국의 문화관광 이벤트를 통한 성공사례를 문헌을 통해 살펴보았다. 그리고 최근에 제주 지역의 문화 이벤트 산업의 현황을 살펴보면서 축제 개최상의 문제점과 그에 대한 개선점을 제시하였다.
세계적인 유명음악축제 성공사례를 통해 앞으로 제주도에서 세계적인 음악축제를 제시하였는데 여기에 따르는 효과적인 측면을 요약하면 다음과 같다.
첫째, 지방문화 향상을 가져올 수 있다. 제주도내에서 세계적인 음악축제를 개최할 때에 제주도는 새롭고 창조적인 문화의 출발지가 될 것이다.
둘째, 인적자원이 활용을 들 수 있다. 제주지역에 거주하는 음악인들이 많지만 마땅히 사회적 가치 입장에서 음악활동의 장이 미흡하다. 그러나 음악축제를 통해 관광자원화 함으로써 폭넓은 인적자원의 활용이 될 수 있다.
셋째, 지역경제 활성화를 들 수 있다. 음악축제기간에 제주도를 찾는 연주자 및 관람객들이 숙박시설, 오락시설, 관광지 관람, 식음에 이르기까지 모든 시설을 이용할 때에 생기는 경제적인 소득은 제주도내에 경제적 활성화에 큰 도움을 줄 수 있다.
넷째, 제주도의 관광지 이미지 개선을 들 수 있다. 제주도에서 세계적인 음악축제가 계속 이루어질 때에 국내외적으로 제주도의 홍보는 물론 천혜의 자연경관과 어우러진 음악축제는 제주도 관광지의 이미지 강화에 이바지 할 수 있다.
이제 문화관광은 세계화를 위한 전략산업이다. 앞으로 제주도에서 음악축제를 통한 문화관광의 활성화는 꼭 필요한 관광산업이 한 분야라고 본다.

다국어 초록 (Multilingual Abstract)

The tourism industry is given much weight in the economic stability and growth of Cheju. But Cheju has undergone all sorts of hardships from many causes like preference of travel abroad during the last ten years. This is the reason why Cheju stands in need of a turning point in tourism.
Culture is the greatest center of tourist's interest. Especially it is very worthy that culture is peculiar and distinctive. So I'd like to suggest 'a music festival' as a tourist resource to foster Cheju tourism. This paper examines the theoretical possibility as well as the successful cultural tourism through the precedents of many nations. This paper shows the present condition of cultural event industry on Cheju and controversial points in festivals.
With reference to success stories of international music festivals, the contents of summarizing efficient aspects of international music festival are as follows:
Frist of all, there is an improvement in local culture: if Cheju would hold a music festival, Cheju would be a starting point of creative culture.
Secondly, the efficient use of human resources : there are many musicians on Cheju. But they seldom have a performance opportunity. We can use greatly a lot of human resources if we make a tourist resource of the musical festival.
Thirdly, there is a vitalization of local economy. Both performers and visitors will use sleeping accommodations, amusement facilities, and so on. So Cheju will profit pretty well by the rent of various facilities during the term of a music festival. Such financial profits are of much help to Cheju province.
The next most important thing is to improve the image of sight-seeing spots. If Cheju frequently holds an international music festival with the fantastic landscape, it will contribute to improve the image of Cheju tourism as well as inform the homeland and abroad of Cheju.
Now cultural tourism is the strategic industry. A music festival is the essential field to encourage cultural tourism from now on.
