大學 社會奉仕의 活性化 方案에 관한 硏究 : 京畿大學校 學生의 意識調査를 中心으로 = (A) Study on the Activation of the Social Service : The Context of the Awareness of Kyonggi University Students

국문 초록 (Abstract)

현대사회는 산업화사회의 단계를 지나 후기 산업사회 또는 정보사회로 진입하고 있다. 정보사회는 사회의 기술적 진보를 촉진하는 반면, 인간관계를 정형화, 일방화, 간접화함으로써 비인간적 측면을 드러내고 있다. 정보화 사회에서 쉽게 빠지기 쉬운 지식만능주의와 개인주의 등을 극복할 수 있는 사회성과 공동체 의식을 갖춘 새로운 인간상이 요구되고 있으며, 구체적인 방안의 하나로서 사회봉사활동을 강조하고 있다.
현재 한국은 복지사회의 구현을 국가적 목표로 채택하고 있으며, 사회복지서비스와 제도의 정착을 위하여 정부와 민간차원에서 많은 노력이 이루어지고 있다. 경제성장으로 인한 물질적 풍요 속에서도 각종 복지적 대책의 결핍으로 인해 사회문제가 급증하고 있으며, 이에 따라서 그 문제해결 및 예방의 기능을 담당하고 있는 사회복지활동의 활성화 요구가 더욱 증가하여 한국의 사회복지분야의 사회봉사활동은 이러한 복지제도의 불완전성을 보완 강화하는데 큰 의의를 갖는다.
대학의 기능은 교수, 연구, 사회봉사의 3대 기능이다. 그 동안 대학은 사회봉사의 기능이 매우 중요함에도 불구하고 활동이 저조한 편이었다. 일부 대학에서 '95년도에 ‘사회봉사’를 교과목으로 채택, 학점화 하고 있으며 지금은 전국의 대학으로 확산되었다. 이점은 각 대학들이 사회봉사의 교육적 필요성 뿐 아니라 사회적 필요성까지 인식하고 있음을 알 수 있다.
본 연구는 대학의 사회봉사에 대한 의식 및 욕구를 파악하고자 대학생에게 설문조사를 실시하였다. 설문조사를 통하여 얻어진 연구 결과를 토대로 사회봉사활동의 조기정착과 활성화방안을 모색하고자 하였다. 따라서 분석결과는 다음과 같다.
첫째, 사회봉사의 참여 동기에서는 이기적 동기인 새로운 경험과 지식을 얻기 위해서, 이타적 동기로는 인간사랑(봉사정신)을 실천하기 위해 서로 나타났으며, 이기적 동기가 이타적 동기보다 조금 높게 나타났다. 이것은 사회적 욕구나 가치관 및 의식이 변화함에 따라 점차로 사회봉사가 자기자신에게 이익을 제공하고 있다는 인식이 반영한다고 볼 수 있다.
둘째, 사회봉사활동 참여에 대한 만족도에서는 대다수의 학생들이 봉사활동에 만족하고 있는 것으로 조사되었다. 또한 만족하는 이유에서는 사회와 이웃에 대한 이해와 관심, 또는 공동체 의식 향상으로 이웃과 더불어 사는 가치관에 바탕을 둔 이타성과 사회성으로 인식하고 있는 것으로 나타났다.
셋째, 대학생의 사회봉사에 대한 지속성에서는 앞으로 계속 봉사활동을 할 의지를 보여, 만족도에서와 같이 높은 반응으로 나타나 이타적, 이기적 우선 순위를 가리기보다는 봉사학습을 통해 만족을 느끼고 지속적으로 사회봉사를 실천하고자 하는 의지가 강한 것으로 나타났다.
넷째, 사회봉사활동의 기대효과는 사회적효과와 개인적효과로 나눌 수 있다. 사회적 효과에서는 인간성회복과 이웃간에 따뜻한 사랑을 나누며, 지역사회의 공동체 의식을 형성해 줄 수 있는 것으로 나타났다. 개인적 효과에서는 자기의 존엄과 지역사회에 대한 애착심을 가져다주며, 건전한 삶의 목적을 제시해 준다고 인식하고 있다. 이는 인간사랑 (존엄) 및 지역사회의 공동체의식에 뜻을 두고 있다고 볼 수 있다.
다섯째, 사회봉사활동의 의미는 자유의지에 따라 자발적으로 하는 일이며, 남을 돕는 일로서 자발성과 이타적인 사회성의 차원에서 인식하고 있는 것으로 분석되었고, 사회봉사 필요성의 인식은 높게 나타났으며, 사회봉사활동이 필요한 이유로는 불우한 이웃을 돕고자 하는 마음 즉, 나눔의 공동체 의식이 강한 것으로 나타났다.
이러한 분석결과를 기초로 하여 대학사회봉사의 활성화 방안으로는 다음과 같다.
첫째, 사회봉사자 측면에서, 최근에는 사회봉사의 참여동기가 이타적 가치에서 자기지향적인 이기적인 동기로 변화하고 있어 사회봉사에 많은 대학생들이 참여할 수 있도록 적극적인 홍보(매스컴, 각종 소식지에 의한 홍보, 기존의 사회봉사 활동원에 의한 사례 소개)가 이루어져야 한다.
둘째, 대학의 측면에서, ① 대학에서 사회봉사의 개념, 철학적 가치, 사회문제 이해, 봉사자로서의 자세 등의 사전교육과, ② 대학의 전 학과목과 연계될 수 있는 전공별 프로그램을 개발하여 대학의 전문성을 살릴 수 있는 고급인력의 활용과 효과적인 봉사학습이 될 수 있도록 프로그램으로 발전 추진해야 한다.
③ 사회문제를 학생들 스스로가 찾아내 문제를 해결 할 수 있도록 육성·지원하여 학생 자치적인 프로그램을 개발할 수 있도록 유도하여 자발적인 참여를 할 수 있도록 하여야 한다.
④ 근래에 들어 사회문제가 확대·심화되고 있는 상황을 고려할 때 문제해결 방안과 교양교육이라는 교육개혁과 공동체 의식 및 책임감을 높여 주기 때문에 ‘사회봉사’ 교과목을 전체 학생들에게 졸업필수제로 지정·운영하여야 한다.
셋째, 사회봉사센터 육성의 방안으로, ① 대학의 사회봉사단에서는 홍보와 학생들에게 맞는 프로그램 개발이 시급하며, 전문직원(사회복지사)배치 및 교육훈련으로 사회봉사단을 육성하여야 한다. ② 지역자원봉사센터의 기능을 효율적으로 운영하기 위한 인적, 물적 지원이 국가적으로 필요하다. ③ 대학과 지역단체와 협동하여 각종 프로그램을 개발하고 대학생들의 참여가 용이하도록 사회봉사에 대한 정보를 제공하고 봉사의 장을 마련하여 주도록 한다.
넷째, 제도적 측면에서, ① 사회봉사활동을 통해 교통비, 식사비 정도 실비의 보상혜택이 주어져야 한다. ② 봉사활동의 시간을 적립하여 장학금 지급, 봉사활동 실적을 학적부에 기재 등으로 사회봉사자를 유인할 수 있는 제도를 개발해야 하며, 사회봉사의 행·재정의 적극적인 지원은 물론 대학정책에 최우선 반영되어야 한다.
사회봉사활동은 단순히 남을 돕는 박애주의나 자선적 활동 뿐 아니라 인간 존중을 기초로 한 복지공동체를 위한 봉사학습으로의 교육적 가치가 매우 큰 활동이다. 향후 바람직한 사회봉사가 정착되어 활성화 될 것을 기대하면서 앞에서 언급된 대학의 사회봉사 활성화방안들이 수정·보완되어 지속적인 연구가 이루어져야 할 것이다.

다국어 초록 (Multilingual Abstract)

Our society is entering into the post-industrial, information era after the stage of an industrial society. While promoting the advanced technology, the information society symbolizes standardization, generalization, indirectness, and eventually represents inhumanity. To overcome senses of "knowledge is everything" and individualism, we are required to have a new image of a man, who has not only sociality but also a sense of community. Social service activities are emphasized to solve these problems as a concrete concept.
At present, the Korean government adopted the social service programs to embody a welfare society as a national project, and the government and the private sector make every effort for the settlement of a social welfare service. Deficiency of a measure to meet a new method of social programs, we have encountered many social problems, we need more active social service programs to solve and prevent these problems. Social service activities in social welfare can be found an important meaning to complementary and enforcement of the incompleteness of the social service programs.
There are three main functions of college: teaching, research and a social service. Despite of the importance of a social service, the social service activities are not active. Few of colleges have adopted a social program as a credit class in a curriculum expanding to all colleges nationwide. From this trends, we have a better understanding of a social service as well as an educational necessity.
To process this study, questionnaires are made to grasp awareness and desire for social services in college. From the results of this research according to questionnaires, the methods of an early settlement and activation of a social service were sought.
The results of this research are as follows:
First, in the area of motivation of a social service, there are self-centered motivations of new experience and new knowledge, and altruistic motivation of human love(service spirit). A self-centered motivation is a little higher than an altruistic motivation. This result reflects that a social service provides participants with benefits as changes of the social desires, values, and consciousness.
Second, in the area of the degree of satisfaction for the participation of social service activities, a large majority of college students are satisfied with their social service activities. They recognize the social activities as altruism and sociality based on understanding and interests on society and neighborhood and their values with neighbors enhancing community spirit.
Third, in the area of continuity for the college social service activities, they showed strong will, and high response rates. This result means that they feel satisfaction through social service activities, and have a will for a continuous practice rather than classifying the self-centered order of priority.
Fourth, the expectation effect of the social service activities can be divided into social and individual effects. The social effect reveals the recovery of humanism, sharing love with neighbors, and forming community spirit in regional societies. On the other hand, individual effect reveals self-dignity and attachment to regional community, and presents a sound meaning of individual life. That means that a social service is based on dignity and community spirit of human beings.
Fifth, the meaning of a social service activity is spontaneous according to the individuals' free will, and analyzed in the level of spontaneity and altruistic sociality to help others, and the need for a social service is high because the mind of helping others ― the consciousness of a community to share each other ― is strong.
From the results of this analysis, the activation plans for college social service programs are as follows:
First, in the social service participants' aspects, to induce a large participation for college students, active public relations(mass communications, all sorts of news sources, an introduction case study through the existing social service members) should be recently used efficiently because motivation for a social service has been changed from altruistic to a self-centered value.
Second, the college aspects are as follows:
1. Prior education in college: Concept of a social service in college, philosophical value, understanding of social problems, right attitude as a social service participant
2. Curriculum development which can be closely connected with other departments respectively, and develop each departmental program for using specialists of high-quality human resources and pushing forward with an effective social service programs.
3. All students who participate in social service programs should be fostered and supported with attitudes of finding the problems by themselves, and develop their own programs autonomously and participate in these programs voluntarily.
4. In these days, considering the current trends of the expanding and deepening social problems, social service classes should be designated and administered as a requirement course for graduation in order to solve social problems, and reform the general education programs by enhancing the community spirit and responsibility.
Third, for the purpose of fostering the social service centers, the suggested schemes are as follows:
1. Social service clubs in every college must develop their own programs suitable to public relations and students at once. And social service corps should be organized by arranging and training specialists (social welfare workers).
2. In order to operate the regional social service centers efficiently, the Korean government must support human and material resources.
3. In cooperation with colleges and regional organizations, many different programs should be developed. Moreover, for the sake of easy participation, both parties must provide useful information and places for social services.
Fourth, the suggested systems are as follows:
1. Small compensation such as transportation expenses and meals is to be provided as a minimum allowance.
2. By reserving a social service period of time, scholarship should be awarded. In addition to that, the incentive programs such as recording a social service performance on the school register should be developed in order to induce more students by reflecting social services with first priority as well as the active administrative and financial supports in all colleges.
Social service activities mean not only philanthropism and charitable activities simply helping others but also a large social value as a social education for a welfare society based on respecting a human being's life and dignity. While longing for settling down and activating more desirable social service programs, activation programs for social services should be amended and supplemented pursuing continuous studies at the same time.
