사회과 지역교과서 개발 연구 : 초등학교 4학년 1학기 '아름다운 제주도'를 중심으로 = (A) Study on the Development of Local Social Studies Textbook : With an Emphasis on "Beautiful Cheju Province" to be used for the First Semester of Elementary School 4th Grade

국문 초록 (Abstract)

제6차 사회과 교육과정에서는 교사들이 사회과 수업을 전개하는 데 실제로 필요한 지도의 방향을 체계적이며 명료화하는 데 중점을 두었다. 이에 본 연구에서는 교육부에서 제시된 1종도서 개발 연수 자료를 길잡이로 하여 지역교과서를 개발하여 교육과정에서 의도한 교육과정의 지역화를 구체화하고, 수업의 질 향상을 유도함은 물론 지역사회에 대해 이해를 깊게 하여, 교육내용 구성에 치밀하게 반영하는 데 그 목적이 있다.
특히 교육부에서 의도하는 사회과 탐구의 내용은 통합적인 경험중심이어야 하고 하나의 스토리를 가져야 하며, 개개의 제재는 독립된 내용요소를 담고 있지만 제재를 서로 연결하며 학습 목표가 달성되는 자료를 개발하기 위하여 각종 문헌, 논문 등을 분석했다. 특히 개발의 기본 지침에 따른 절차, 일정을 계획하고, 내용은 교육과정에서의 지역화, 지역학습을 시작으로 과정 중에 이루어진 모든 내용들을 소개하고 문제점을 찾는 것도 병행하였다.
본 연구에서는 15개 시·도에서 개발 시행된 초등학교 4학년 1학기 사회과 탐구 중 제주도의 ‘아름다운 제주도’를 개발하기 위한 지역단원·제재를 분석하고, 구체적인 집필 세목을 밝혀 상세화하였다.
끝으로 사회과 탐구(4-1) ‘아름다운 제주도’단원 구성안을 만들고 교과서와의 관계를 비교했으며 사회과 교과의 원고 검토의 관점을 연구하여 검토·수정해 보았다.
아쉬움이 있긴 하지만 지역교과서 개발의 필요성을 느끼면서도 분명히 나타난 문제점과 그 해결 방안도 모색하여 보았으며. 전체적인 연구 내용과 결과를 보면 다음과 같다.
첫째, 사회과 학습 내용을 분석하고, 지역학습의 내용 요소 제시
둘째, 사회과 지역교과서를 개발하기 위한 준비 과정 검토
셋째, 개발 지침에 따른 절차 및 일정을 체계적으로 계획하고 인적조직·교육청·학교·학급운영을 고려한 개발
넷째, 지역 및 학교 실정에 맞는 학교교육과정의 편성과 운영
다섯째, 생활경험과 가까운 지역 실정에 맞는 사회과 탐구 내용 모색
여섯째, 다양한 학습 형태 안내 및 사진·삽화 자료 제시
일곱째, 매 시간마다 사회과 탐구 문제 연구
위와 같은 결과가 나타났지만, 개발과정을 통해 개선되어야 할 과제를 요약, 제시하면 다음과 같다.
첫째, 지역교과서 개발을 위한 적극적인 행·재정적 지원이 필요하다.
둘째, 지역학습을 위한 교사들의 연수 및 참고 책들이 발간되어야 한다.
셋째, 교과서 개발을 위한 연구활동과 교사, 학부모의 관심과 참여가 요구된다.
넷째, 학년 수준에 맞는 용어 및 어휘, 사실, 개념, 일반화가 되어야 한다.
다섯째, 교과서를 절대시하는 인식이 변화되어야 한다.
여섯째, 다종의 교과서와 다양한 학습자료를 연계시켜야 한다.
일곱째, 교과서 발행, 제작여건이 개선되어야 한다.
여덟째, 교과서 활용 방식이 개선되어야 한다.

다국어 초록 (Multilingual Abstract)

The sixth National Social Studies Curriculum focused on the systematic presentation of teaching directions actually needed for teaching Social Studies classes. This thesish, based on training materials for the development of first-rated Social Studies textbooks presented by the of Education Ministry, aims to realize the localization of education procedure through the development of local textbooks, promote the quality of classes and help students to have deeper understanding of local society.
The contents of Social Studies inquiry which the Ministry of Education in particular intends have to be integrative experience centered, having one story, in which each subject has independent contents. In order to comply with this educational aim, this study analyzes various documents and papers for the development of materials for achieving such an educational goal through subjects connected to one another.
This paper analyzes local units and subjects of Social Studies for the first semester of the fourth grade of elementary school developed and used in 15 cites and provinces in order to develop a "Beautiful Cheju Province" compared with other textbooks.
Although, there is some need for the development of a local textbook the problems involved in the development of this local textbook and the methods for solving them were examined. The contents and results of this whole research are as follows:
1) The analysis of Social Studies study contents and the presentation of the contents' elements of local learning.
2) The examination of preparative procedures for the development of Social Studies.
3) The systematic plan of procedures and schedule according to development guidelines and the consideration of personnel organization, education board, school and operation of class.
4) Organization and operation of school curriculum suitable for local society and schools.
5) Search for contents closely related to life experience.
6) The presentation of various study forms and documents including photographs and illustrations.
7) The research on enquiry exercises conducted in Social Studies classes.
Problems to be solved in the development of textbooks are as follows
First, there should be administrative and financial support for the development of local textbooks.
Second, training and reference books for teachers to study local society should be published as much as possible.
Third, there should be continuous research activities for the development of local textbooks, and participation and concern of more teachers and parents should be required in developing the textbooks.
Fourth, there should be generalization of terms, words, facts and concepts suitable for the grade level.
Fifth, there should be change of the recognition that school textbooks are absolute.
Sixth, there should be various textbooks and diverse study documents.
Seventh, circumstances for the publication and development of textbooks should be
improved.
Eighth, the method of using textbooks should be changed.
