사회체육지도자의 현황과 발전방안에 관한 연구 = (A) study on the present condition and plan for development of leisure recreation leader

I studied the present condition and plan for development of leisure ＆ recreation leader through studying of records. Futhermore I investigated the policy of social physical training, the present condition of leisure ＆ recreation leader's training process and college course, leisure ＆ recreation foreign leader's present condition, the problems and development plans of leisure ＆ recreation leader. In this process, I came to the conclusion as follows.
1) Our country's policy of leisure ＆ recreation aims at activation of participation in leisure ＆ recreation as well as creation of leisure ＆ recreation activity condition. It's for the sake of fixations of lifelong physical training activity and can be achieved by creating the participation circumstance of social physical training. It needs the improvement such as professionalization and appointment obligation of leisure ＆ recreation leader as well as investment in equipment and program development.
2) The amount of leisure ＆ recreation leader produced in our country is 33,545(first-rate 61, second-rate 2,275, third-rate 31,209). In training and qualification authorization, the title of qualification division and participant qualification were constructed professionally. Especially the production of the first-rate movement prescriber has very important meaning. The investment in cultivating must be done boldly. At present the number of leisure ＆ recreation leader who must be used is up to 85,500. Therefore important things are strictness of training process, personal management, field supervision management, reeducation and post management. They can be achieved by revision of enforcement regulation about leisure ＆ recreation leader.
3) Leaders in our country are produced from department of leisure ＆ recreation(30 university, 25 college, 4 graduate school). It is requested that such courses have actual, practical, local diversity. Taking into consideration future-oriented specialty, opening of special subject and qualification system in the clinical part must be operated.
4) The problems of leisure ＆ recreation leader in our country are lack of specialty, problems in cultivation, management, educational content, movement prescriber(the first-rate) and related law. With such structural problems, some alternative plans in policy are requested. Above all function and role of sports department in the Ministry of Culture and Tourism are revised extensively. As occasion demands, establishment of the Ministry of Sports in the Minister of Education may be considered. Only through this, the balanced development between school sports and leisure ＆ recreation can be achieved.
