Having carefully examined Chasan-ri residents' movement against the construction of a golf course at Mt. Kore, Chasan-ri, Hwado-up, Namyangju City, Kyongki-do, Korea, this study was conducted to analyze what factors had been contributed to lead the movement to a success. Many residents' movements had occurred throughout the county, however, the case of Chasan-ri came to derive from the pertinent administrative organization the determination of legally curbing the construction of the golf course out of persevering toil of seven years from 1990 through the end of 1997. This case can be evaluated as a successful model of residents' movements.
The resultant findings were revealed, as follows:
1) The success of the Chasan-ri movement against the construction of the golf course may be ascribed to four factors: First, favorable conditions were formed to attain the residents' goal by means of such democratic maneuvers as can be found in enacting the laws relative to constructing golf courses by which the permit of the golf course that had not been started could be cancelled. Second, the residents solidified their ties in the community system in that they directly resisted with their bodies the construction of the golf course with strong solidarity without disruption in unity at all times throughout the struggle period. Third, the residents' movement organization did not lost its sense of orientation in the struggle by properly corresponding to the changes on the circumstances centering around its leaders. And fourth, the movement effectively mobilized varied personnel and material resources by securing full finance and leading as many neighboring districts residents as possible to the movement.
2) Among them a change in the political circumstances may be seen as a factor of success, and above all, a crucial factor is considered to be the unity of the community members.
3) The leading part of the movement organizing body blockaded in principle the flow of the movement towards economic compensation, and concentrated their endeavor on safeguarding the residents' right to live against environmental destruction, thus maintaining adequate justification.
4) When a residents' movement is combined with their purposive ideas, apart from its spontaneous character, it will be explicitly characteristic of a social movement. When viewed from this perspective, the Chasan-ri.
Countermeasure Committee's having close and continuous ties with environment entities and college students clubs was functioned to provide the opportunity to instill into the community members the consciousness of environmental preservation and awaken the true meaning of the movement for keeping their native place.
