The purpose of this study is to give a solution to the problem of corruption with Korean public officials, a problem which is intensifying day by day. The study will investigate and empirically analyze the degree of corruption by Korean public officials and private enterprise staff, and compare both groups´ degree of corruption. Furthermore, the study seeks to clarify the reasons for the difference of corruption between both groups.
In order to fulfill the study´s objectives, the first procedure followed was to research the literature found in preceding studies regarding corruption. This was followed by empirically examining the questionnaire and doing statistical analyses of the results. The degree of corruption between officials and personal affairs was compared, and an attempt was made to explain the reasons for the difference in corruption between officials and personal affairs.
The literature study conceived corruption in a narrow sense and discussed the type of corruption and the method of corruption. To illustrate reasons for the difference in corruption between both groups, comparisons between the character of public and private organizations were made, and factors affecting corruption were discussed.
For the empirical analysis of corruption, the conception of variables which were used in this study were defined operationally, and the questionnaire was drawn up using studies used domestically and in foreign countries.
This questionnaire was sent out to the municipal office of Pusan and its affiliated administrative organization. For the private enterprise staff, it was taken by for big business enterprises and small to medium sized enterprises in Pusan area. The results of this investigation were statistically analysed by applying SPSSWIN. The statistical methods used were Frequency analysis, Reliability analysis, Crotabbs analysis, T-test, Mann-Whitney test, and Multiple-regressional analysis.
The results of the analyses are as follows:
ⅰ) The difference of corruption between officials and private enterprise staff is statistically significant, and the degree of corruption by private enterprise staff is far more severe than the degree of corruption by public officials.
ⅱ) All six influential variables which is selected in this study-Trust, Responsibility, Egoistic Inclination, Rigid inspection, Rigid punishment, Discretionary power-have statistically meaningful influences to corruption.
ⅲ) When corruption among these six variables is compared between public and private organization, statistically significant differences are found in Trust, Responsibility, Egoistic Inclination, Rigid inspection, Rigid punishment, Discretionary power.
Therefore, the difference of corruption between public and private organization is explained by four influential variables. In other words, the degree of corruption in the public organization is lower than that of the private organization, because the public organization has higher degree of Trust, Responsibility, Egoistic Inclination, Rigid inspection, Rigid punishment, Discretionary power than the private organization.
