The purpose of this study is to propose the fundamental processes in the program development for the parent education which can be applied in the various educational fields in Korea.
Accordingly, following questions for the proposal are raised:
1. What is the appropriate process of setting up the educational objectives?
2. What is the appropriate process of selecting the program content?
3. What is the appropriate process of applying the program?
4. What is the appropriate process of evaluating the program?
To find the answers to these questions, literatures related to this subject are surveyed, especially in the fields of parent education, early childhood education, child development, pedagogy, and curriculum development. And various parent education programs are analyzed which have been developed in the several countries including Korea. Then, an example of the program is developed, applied, and evaluated thoroughly.
Conclusions drawn through this study on the appropriate processes are as follows:
1. Processes in the establishment of the educational objectives: First, the social needs coming from the general national ideology and socio-cultural phenomenon should be considered. Second, the characteristics of parents in the learning and developmental stages as learners have to be considered. Third, subject specialists in the fields of parent education, early childhood education, and child development must be consulted. Last, the objectives established through this procedure should be examined if they are in good agreement with the previous analyses in the educational philosophy and psychology.
2. Processes in the selection of the program content: First, a preliminary content should be selected based on the national and social needs, previous works, and subject specialists opinions. Second, parents demands have to be reflected in the revision of the preliminary content. Last, the content must be finally revised according to the parents and the specialists comments and recommendations which comes out through the evaluation procedures.
3. Processes in the application of the program: First, parents, the learners of the program, should be chosen and then parent educators have to be selected according to the selection criteria drawn through the study. Second, instruction-learning activities of the program are determined including program period, place, etc. Finally, this program is carried out practically.
4. Processes in the evaluation of the program: First, various types of needs and demands have to be assessed in the evaluation. In applying the program, parents demands and comments must be collected continuously and the program has to be monitored to investigate the appropriateness of teaching methods and activities of program participants. Then, it has to be entirely estimated at the end of the program implementation whether the educational objectives of the program are achieved or not.
