The purpose of this study was to investigate the planning of public education system in early childhood education. To achieve this purpose, 325 public and private kindergarten teachers in Seoul-city and Gyunggi-province were sampled and the 'Questionnaire on the planning of public education system in early childhood education' were administered to them. The collected data were analyzed by χ^(2) -test according to the research problems.
The major findings of this study were as follows:
1. On the aspects of necessity of public education system in early childhood education, the target kindergarten teachers recognized that public education system in early childhood education means compulsory education system. And they responded that public education system in early childhood education is very important because of in perspectives of development of children.
The kindergarten teachers said that it was needed that the social recognition on the importance of early childhood education should be diffused, and various early childhood education programs must be developed for promote the public education system in early childhood education.
2. On the administrative aspects of public education system, the kindergarten teachers responded that enter a kindergarten at age 4 is desirable. They answered that kindergartens are responsible for age 3 to 6 and day care centers are responsible for age 0 to 3 is desirable.
They wanted that the central government and provincial government should promote and manage of public education system in administrative subject, and then various early childhood education programs would preferently developed and diffused when central government and provincial government promote and manage of public education system.
3. On the legislational aspects of public education system, the kindergarten teachers demand that the new laws and regulations for early childhood education should be developed.
4. On the financial aspects of public education system, the kindergarten teachers demand that central government and provincial government should take the responsibility of building costs, teacher salaries, and management costs for the public kindergartens, and should take the responsibility of teacher salaries and educational fees of children for the private kindergartens.
