Japanese imperialist: policy to colonize Korea became evident on occasion of "the Convention between Korea and Japan" in November, 1905. The person who played a central role in this occasion was lto ̄ Hirobumi, the former prime minister of Japan and the first Resident-General.
lto ̄ held the conference with Korean ministers for the "improvement of Korean situation" for seventy-seven times during his tenure as the Resident-General from March, 1906 to June, 1909.
After analyzing and examining the contents of this conference, I have reached at the following conclusions concerning the essence of lto ̄'s policies on Korea:
First, lto ̄ promoted his policies of aggression upon Korea with a clear and concrete master plan.
Second, lto ̄ justified his policies of aggression upon Korea with a consistent logic.
Third, in the process of promoting his policies of aggression, lto ̄ was in the position of a commander to execute them directly.
Fourth, the imperialist policies of the Government-General of Korea was prepared by lto ̄ during his service as Resident-General, and Korea in fact was colonized at that time.
Fifth, enjoying the absolute confidence of the Japaness Emperor and commanding the Japanese military forces in Korea, lto ̄ succeeded in establishing the basis of Japanese colonial rule specifically by executing: (1) the establishment of the military police system, (2) the establishment of the colonial financial system, (3) the establishment of the colonial monetary system, (4) the establishment of the land explotation system, and (5) the establishment of the colonial educational system.
In other words, the "prototype" of the colonial policies of the Government-General, which started from August 1910, was formulated by lto ̄. As the first Resident-General, lto ̄ laid a foundation for Japanese colonial rule over Korea, Which was destined to last for thirty-six years up to 1945.
