한국의 지방자치제도를 성공적으로 정착시키기 위해서는 취약한 지방재정력이 강화되고, 지방정부 간 재정력격차의 해소가 선결되어야 할 것이다. 이를 위하여 地方財政調整制度를 강화하여 재원을 효율적이고, 합리적으로 운용하여야 한다. 그러나 지방재정럭 격차가 큰 한국의 지방재정을 감안할 때, 地方財政調整制度가 운용되는 과정에서 Flypaper효과가 발생한다면 지방재정조정제도의 정책적인 효과가 반감될 수도 있다. 그러므로 지방재정조정제도의 효율적인 운용을 목적으로 한 정책적인 기준을 모색하기 위해서는 Flypaper효과에 관한 심도있는 연구가 진행되어야 한다.
본 연구에서는 먼저 定願補助金(地方交付稅)이 교부될 때 지역주민의 財政錯覺에 의한 Flypaper효과가 발생하는지의 여부와 지역주민의 財政錯覺이 適應的 期待形咸過程을 통하여 조정해 가는지의 여부를 검증하고, 이어서 지역주민의 財政錯覺이 공공지출에 미치는 효과와 Flypaper효과의 크기를 추정하고자 한다. 이를 위하여 기존연구가 가지고 있는 문제점을 보완한 분석모형을 설정한 후 실증분석을 하고자 한다.
이렇게 이론적인 분석과 실중분석을 병행하는 것은 첫째, Flypaper효과에 관한 연구의 이론적인 측면을 보관하여 Flypaper효과의 크기를 정확히 측정할 수 있는 분석모형을 설정하고, 둘째, Flypaper효과와 한국의 定額補助金制度 間의 관계를 분석함으로써 定額補助金制度를 효율적으로 운용하기 위만 정책적인 기준을 제시해 줄 수 있는 기초를 마련하기 위해서 이다. 이 점이 바로 이 연구의 주된 목적이다.
본 연구에서의 실중분석의 결과를 종합하여 보면 다음과 같다. 지방교부세가 교부되는 경우가 갈은 액수의 지역소득이 증가하는 경우보다 지방공공지출을 더 증가시키는 Flypaper효과를 발생시키며, 地方交付稅의 교부는 중앙공공지출을 감소시키는 것으로 나타났다. 그런데 중앙공공지출에 대한 분석에서는 모든 지방정부에서 地方交付稅가 교부될 때 지역주민의 財政錯覺이 중앙공공지출에 영향을 주지 않는 것으로 나타났다. 이러한 분석의 결과에 의하면 한국에서는 地方交付稅가 교부될 때 지역주민의 財政錯覺에 의한 Flypaper효과는 지방공공지출에만 영향을 준다고 할 수 있다.
본 연구의 실증분석의 결과에 의하면 地方交付稅가 교부될 때 지역주민의 財政錯覺으로 인해 Flypaer효과가 발생하는데 이는 다음과 같은 문제점을 유발할 수 있다.
첫째, Flypaper효과는 지방공공지출을 더 자극함으로써 중앙정부의 總需要 管理政策의 효과를 감소시키거나, 경기조절 기능을 어렵게 할 우려가 있다.
둘째, 지방교부세의 교부로 인해 Flypaper효과가 일어나면 地方財政 需要에 대한 예측이 어렵게 되어 地方交付稅制度의 정책적 효과가 반감될 수도 있다.
세째, 지방교부세가 교부될 때 발생하는 지역주민의 재정착각은 公論(Public opinion)을 왜곡시켜서 효율적인 재원배분을 저해할 수도 있다.
Flypaper효과를 제거할 수 있는 대안으로는 지방재정 수요를 정확히 예측하고, 이를 바탕으로 합리적이고 공개적인 地方交付稅 計劃이 수행되여야 하며, 地方交付稅의 재원 충당을 위한 국세를 신설하여 다른 계원과 분리하는 방안을 생각해 볼 수 있다.

The theory of fiscal illusion from grants evolved as an explanation to resolve an apparent conflict between the microeconomic theory and empirical results in the area of local public finance. Especially, the reciept of lump-sum grants by a local government has been found to lead to increase the public expenditures by a greater amount than what would be expected given an equivalent increase in the GRP. This phenomenon is referred to as the 'flypaper effect'. A possible explanation of this phenomenon is the existence of fiscal illusion; that is, the systematic misperception of the cost of government due to indirect means of financing expenditure.
So as to fix a local self-governing system in Korea, this paper tries to firm up a vulnerability of local fiscal power and to clear up a fiscal disparities across the local governments, If the flypaper effect occurrs with introduction of lump-sum grants (local share tax) in Korean public finance, it will decrease an effect of grant program. When a central government provides lump-sum grants, (i, e, central grants disbursement), it will appear to the public that central and local governments have become inefficient.
Because it has to raise taxes without provision of more central government services, and because it has to down local taxes which is perceived by local resident without providing more local government services, In consequence of the change in prices about central and local government services, there will be an inefficient in public finance. To solve these problems, indeed it has got to be a reinforcement of grant system and efficient allocation of Snancial resources. Therefore, for setting on the basis of efficient lump-sum grant program, we need to study on the flypaper effect.
To meet this necessity, I would make a survey on the existing study on the flypaper effect, amI set up a newly revised model with which I estimate a magnitude of flypaper effect and exmine the impact of lump-sum grants on recipient and grantor expenditure.
This paper is organized as follow: following Itroduction, Chaper 2 specifies the relationship between the lump-sum grants and the flypaper effect discusses a structure of theory, analytical method and results concerning about a study on flypaper effect, evaluates an existing study.; Chapter 3 sets up a newly revised model to estimate a magnitudes of flypaper effect; Chapter 4 offers an empirical test and analyses the relationship between empirical finding and lump-sum grant system in Korea.
The followings are brief summaries of this paper.
Explanadons of the flypaper effect based on fiscal illusion include the notion that local residents make resource allocation decisions based on the average tax prices, rather than the marginal tax prices. C-G-R, and W. E.
Oates applied this concept in models of local (recipient) government spending.
R. R. Logan and D. Hewitt elaborated this analysis to incorporate the effects of financing on the percieved cost of central government services.
However, the existing studies on the flypaper effect are deficient in at least three respects.
First a difficulty that rises in this sort of analysis lies in describing the way in which equilibrium is achieved over time. It is unrealistic, for instance, to expect that in the period following reciept of an annual grant (or an increase in the current level of a grant), Percieved prices adjust in such a way as to cause immediate equality between the percieved and actual budge constraints. Rather, some "learning' or adjustment mechanism should occur in the process that equilibrium is achieved over time.
Second, a related and perhaps more pressing difficulty associated with the grantor/recipient framwork explains the level of grants themselves. Given the model is to describe expenditures by both recipient and grantor government, grants themselves should be treated as endogenous. Until today, no attempt has been made in the literature to make aid endogenous variable, which is indeed a necessary for public choice.
Third, the existing studies usually set up a hypothesis, and then make a test of the hypothesis by empirical analysis. The limitation of this sort of procedure lies in the fact that it overlooks the grant system, I think that a study on the flypaper effect is closely related to the grant system. Therefore this study focuses on the grant system which is affected with fiscal illusion from lump-sum grant.
This paper has attempted to test three related problems in the fiscal illusion model. Firstly, lump-sum grants reduce the average price of local expenditure and local residents base their expenditure decision on the average rather than marginal price of expenditure, Secondly, while existing studies have shown that an illusory equilibrium is possible, this paper developed a adaptive mechanism to show how this equilibrium can be achieved, thirdly lump-sum grants perform the function of clearing a horizontal inequality.
In this paper, empirical tests are conducted by using data for Korean local and central governments. The followings are results of empirical test; (1) By the result of test, Model 3 and Model 3' are accepted as the best models among the three.( Model 3 and Model 3' assume a simple adaptive expectations schema for the formulation of perceived prices of public good.
Specifically, it is assumed that the local residents use previous period's information in establishing current period's perceived price.) It is means that fiscal illusion gives rise to flypaper effect, and the perceived price of public good depends upon a simple adaptive expectations schema.
(2) The flypaper effect gives rise to inefficient management of lump-sum grant system, It prevents from the function of the horizontal fiscal balance across the local governments, which causes a miscalculation of the demand for local public goods.
