    It has been for so long a matter of argument whether the National Liberation Front of South Vietnam is a communist-led organization or not.
    Yet the tactical manipulation of the united front organization by Vietnamese Communists which made use of the historical heritages and divergences of interests in Vietnam complicated the situation all the more.
    It is generally believed that the Vietnam war was the hardest and most special type of warfare ever waged in the War history. However, the NLF was a communist front organization in South Vietnam which, under the directives from Hanoi regime, aimed at the communization of South Vietnam by means of the combined strategic formula of political and armed struggle, according to the ideas of "National Liberation War"which they claim is based on Lenin's "Theses on National and Colonial Questions" raised at the second convention of Commintern in 1920. and which is also adopted from Mao Tse-Tung's strategical model of "People's armed revolution in under-developed areas."
    Though there is much similarity between the NLF and its predecessors such as Viet Minh and Chinese Maoists, the strength of the NLF was rather the result of careful organizational build than the product of communist ideology. Through the organizational struggle could Vietnamese Communists mobilize a large number of peasants in the course of "People's War."
    Thus it can be observed that many aspects of Vietnamese scene underwent a process of organizational building and that time factor is important in searching the truth of Vietnamese conflict. Therefore I attempted to describe those facts above from a developmental viewpoint with the main concern laid upon the period from 1960, when the NLF was organized, to the early spring of 1965, when the Vietnamese conflict, with Hanoi regime's heavy engagement and the United States' direct involvement, marked the end of the revolutionary type of guerrilla warfare waged largely among Vietnamese themselves and the beginning of the regularized limited war.
    Therefore, emphasis in this paper is placed on the following points : First, to clarify the very identity of the NLF and its relationship with the outside, especially Hanoi regime, Second, to look into how Vietnamese Communists held out the protracted war successfully, applying the orthodox communist revolutionary strategy to the real situation of South Vietnam.
    So I would analyze the four essential facts for this study:
    (1) historical background of the NLF's organization build,
    (2) the complicated circumstances of the NLF's organization, and the NLF's platform and policies,
    (3) the NLF's strategy and tactics,
    (4) the NLF's political-military organization and its operational course of the social movoment propaganda, of the political struggle movement, and of the legitimization-militarization.
    Through the above analyses, such mysteries are, I might say, unveiled as the identity of the NLF, the linkage between the NLF and Hanoi regime or between the People's Revolutionary Party in the South and the Labor Party in the North, and the strategic united front organization and its struggle movement, which may serve as a good lesson to the situation in the Korean Peninsula.
