This thesis explores how the Fourth and Fifth Industrial Revolutions have reshaped the economic and political landscapes of the Asia Pacific, emphasizing the importance of technological advancement, cross-sectoral collaboration, and multi-stakeholder synergy through the expanded Quintuple Helix model. Addressing critical challenges such as political volatility, economic fluctuations, demographic shifts, and environmental fragility, this research investigates strategic pathways for sustainable growth in a rapidly evolving geopolitical and technological context.
Guided by crucial research questions, the study examines how seven distinct meta-geopolitical capacities—social and health, political, economic, environmental, scientific and human potential, military and security, and international diplomacy—affect innovation ecosystems and sustainable development. It explores how these capacities can be aligned with national strategies to achieve the UN Sustainable Development Goals (SDGs). Through an extensive literature review, the thesis identifies critical research gaps, particularly regarding the integration of geopolitical and innovation theories and the roles of non-governmental and non-industrial actors in driving innovation, especially in less industrialized regions and decoupling situations.
The research employs a robust mixed-methods approach, combining quantitative analyses (regression models and path analysis), comparative techniques, and SWOT analysis. These methods highlight the varying impacts of meta-geopolitical capacities on sustainability outcomes across South Korea, China, and Uzbekistan, revealing critical differences in governance structures, economic policies, and innovation strategies. The findings demonstrate that science and human potential, international diplomacy, and political capacities present more nuanced and sometimes counterproductive effects when not supported by adequate social and environmental frameworks, while social and health capacities are strong drivers of sustainable growth.
This thesis makes several vital theoretical contributions. First, it introduces a Framework for Meta-Geopolitical Innovation that connects meta-geopolitical capacities with innovation ecosystems. It offers a comprehensive tool for understanding how nations can navigate global challenges through innovation. This framework lays the foundation for future research in diverse geopolitical contexts. Second, the thesis expands the Quintuple Helix model to include non-governmental and non-industrial (NGNI) actors, offering a novel perspective on how these sectors contribute to innovation. This adaptation is particularly relevant for regions with less industrial development but solid civil society involvement, providing a new lens through which to view innovation in emerging economies. Third, the research highlights the role of Artificial Intelligence (AI) in enhancing innovation processes, particularly in balancing economic growth with sustainability goals, setting the stage for further studies on the intersection of AI, governance, and innovation.
The research offers actionable insights for policymakers and stakeholders in South Korea, China, and Uzbekistan. It provides strategic involvements for healthcare innovation, pension reforms, and integration of digital health technologies to manage aging populations. These findings underscore the need to align meta-geopolitical capacities with technological advancements and social policies to foster resilient, sustainable growth. The study also outlines how NGNI actors can play a crucial role in innovation ecosystems, especially in emerging economies like Uzbekistan, where industrial development may be limited, but civil society engagement is vital. It offers a practical framework for leveraging underutilized capacities to meet sustainability challenges and enhance regional competitiveness.
The findings reveal that social and health capacities significantly contribute to sustainable growth, mainly through healthcare innovation and social welfare policies. However, science and human potential, international diplomacy, and domestic political capacities show more complex interactions, which may hinder progress without the support of intense social and environmental frameworks. The research also highlights the role of AI in driving innovation and suggests that AI can be a crucial enabler in balancing economic growth and sustainability. Additionally, the bilateral relationship between South Korea and China continues to be influenced by regional security dynamics, economic interdependence, and global geopolitical shifts, positioning countries like Uzbekistan as emerging innovation hubs.
The study has limitations, particularly its geographical scope and reliance on quantitative analysis, which may not fully capture the qualitative aspects of geopolitical dynamics. Future research could explore additional emerging economies in the Asia-Pacific region and integrate qualitative methodologies to deepen the understanding of meta-geopolitical capacities. Moreover, the application of AI in innovation ecosystems and its role in sustainable development presents a promising area for further exploration.
This thesis delivers valuable insights into the role of meta-geopolitical capacities in shaping sustainable, innovation-driven growth across the Asia-Pacific region. Its solid theoretical contributions, including the development of a meta-geopolitical innovation framework, the expansion of the Quintuple Helix model to incorporate non-governmental and non-industrial actors and the integration of AI into innovation ecosystems, push the boundaries of current thinking on innovation and sustainability in global geopolitics. The research provides a clear framework for policymakers to navigate complex interactions between technological, social, and geopolitical forces, offering significant contributions to academic inquiry and policy formulation in an era of rapid technological and demographic change.
