Global warming is threatening the survival of humanity. Carbon neutrality and green growth are major national issues, and Korea is implementing the 2050 carbon neutrality strategy based on the National Energy Basic Plan and is implementing global goals. Korea, which is highly dependent on energy imports, is implementing fossil fuel and nuclear power generation as state-led policies compared to Germany. In order to achieve the goal of carbon neutrality, energy transition to energy sources with low carbon emissions such as renewable energy is essential. Germany is seeing an increase in various social enterprises, such as energy cooperatives, and they are playing a central role in the energy transition. As a result, the goal of nuclear phase-out was achieved by 2024, and the energy transition is being promoted throughout the EU, contributing to climate change response through social enterprises and citizen energy. On the other hand, Korea has been implementing the Special Act on Distributed Energy in response to the energy transition policy since June 2024, and this is drawing attention to the role of energy cooperatives, which are leading the new energy industry. However, Korea and Germany have set the same goal of carbon neutrality, but there are clear differences in the energy transition process. This paper aims to identify the problems of Korea's energy transition through Germany's energy transition and suggest alternatives. In addition, through a survey, we aim to analyze the possibility of Korea's energy cooperatives contributing to sustainable development and the local community after the implementation of the Distributed Energy Act. In particular, we aim to derive policy implications for strengthening government support policies, renewable energy production policies, cooperative relationships between the government and local residents, cooperative operation, voluntary participation of residents, and technical support from energy experts for the economic sustainability of cooperative operation. Solar power generation uses public land. There is a resident autonomy council as a representative of local residents. The financial burden of the resident autonomy council is an obstacle in operating it. As an alternative to this, we plan to discover resident-participatory renewable energy projects through energy cooperatives that contribute to the local community and local economy, with residents’ self-governance associations as the main players, and to find directions for resident-autonomous associations and energy cooperatives through joint government-private governance projects and the establishment of local community foundations.
Solar power generation uses public land. There is a resident autonomy council as a representative of local residents. The financial burden of the resident autonomy council is an obstacle in its operation. As an alternative to this, the resident autonomy council will become the main body and discover resident-participatory renewable energy projects through energy cooperatives that contribute to the local community and local economy together with residents, and seek the direction of resident autonomy councils and energy cooperatives through government-private joint governance projects and establishment of local community foundations. In addition, the central and local governments' sustainable energy transition policies must be carried out without fail.
