위험인식으로서의 범죄두려움 - 통합적 접근연구 - = Fear of crime as risk perception -An integrated Approach-

국문 초록 (Abstract)

실제적 사건으로서 범죄와 별개로 사람들은 주관적으로 범죄를 인식한다. 범죄피해를 당할까 봐 두려워하고 걱정하는 심리 상태인 범죄두려움은 실제로 범죄발생률과 차이가 있는 것으로 보고된다. 범죄현상과 범죄두려움 간의 차이는 범죄두려움이 현실적으로 높기 때문일 수 있지만, 범죄두려움의 측정이 현실을 반영하기에 불완전하기 때문일 수 있다. 범죄두려움의 측정 뿐 아니라 그 정의내림에는 아직까지도 이견이 존재하고, 국외문헌에서는 범죄두려움의 현상을 보다 정확하고 구체화하기 위한 시도들이 현재까지도 진행되어오고 있다. 그럼에도 불구하고 국내에서 범죄두려움을 조사하고 있는 거의 유일한 조사인 생활안전실태조사의 범죄두려움 문항은 비용 효율성과 문항의 간결함으로 인해 과거 개발되었던 조사문항을 여전히 사용하고 있다. 국내의 범죄두려움 관련 선행연구 또한 이미 존재하는 생활안전실태조사의 데이터를 그대로 사용하고 있어, 측정문항의 개선이나 수정에 대한 연구는 이루어지지 않고 있다.
본 연구는 이러한 문제의식을 바탕으로 다음의 연구를 시행하였다. 먼저, 범죄두려움 형성의 결정적 요인으로 지목되고 있는 언론보도 속 범죄의 유형별 묘사를 살펴보고 범죄 현상이 표현되는 방식을 살펴보았다. 이를 통해 범죄가 유형별로 묘사되는 방식을 먼저 이해하고자 했다. 범죄의 유형별 묘사를 살펴보기 위한 언론의 범죄기사 분석결과 절도, 사기범죄와 같은 재산범죄에선 주제적 프레이밍을 활용한 언론기사의 보도가 이루어져 사회 구조가 갖는 시스템적 문제점들이 주 원인으로 언급되는 경향이 있었다. 반면, 강도, 폭력, 성폭력범죄와 같은 폭력범죄에선 일화적 프레이밍을 활용한 보도가 이루어져 사건발생의 원인을 개인에 귀인하고 상대적으로 독자의 흥미와 호기심을 자극하는 보도가 이루어짐을 알 수 있었다.
다음으로, 범죄두려움의 측정에 관한 최신의 논의들에 기반한 측정문항을 구성하여 실증연구를 수행하고, 범죄정보가 제시되는 방식에 따라 달라지는 범죄두려움의 차이를 살펴보기 위해 Trope과 Liberman(2010)의 해석수준이론(Construal Level Theory)을 바탕으로 범죄두려움에 대한 새로운 이론적 접근을 시도하였다. 이를 위해 범죄두려움을 위험에 대한 인식과정으로 개념 정의하고, 해석수준이론이 범죄두려움이라는 추상적 개념을 구체화하는데 기능할 수 있는 점을 살펴보았다.
조사연구를 실시한 결과 범죄두려움에 대한 기존 측정문항에 비해 시간적 기간을 특정하고 위험인식으로서 빈도를 응답하도록 한 문항이 보다 합리적인 방안임을 검토했다. 또한, 범죄관련 정보의 제공 수준에 따라 범죄와 관련된 의사결정이 달라짐을 확인하였다. 구체적으로, 심리적으로 먼 공간적 거리에서 발생한 범죄사건에 대한 판단이 심리적으로 가까운 공간에서 발생한 사건에 대한 판단보다 더 구조적이고 본질적인 의사결정으로 이어졌다. 나아가, 범죄두려움에 결정적인 영향을 미치는 요소로 보고되었던 성별의 효과보다 범죄사건에 대한 응답자의 심리적 근접성이 보다 큰 영향을 미치는 것으로 나타났다. 즉, 개인의 심리적인 평가가 범죄현상에 대한 두려움을 보다 정확히 측정할 수 있음을 알 수 있었다.
본 연구는 통합적인 연구방법을 통해 범죄두려움에 대한 다각도적 접근을 실시해 해당 개념을 구체화하였다. 또한, 범죄정보의 제공방식에 따른 범죄관련 판단과정의 차이를 통해 ‘범죄에 대한 개인적 차원의 인식과 해석’에 초점을 맞추어 범죄두려움에 대한 새로운 이론적 접근을 시도했다.
본 연구를 통하여 전국 대규모 수준에서 범죄두려움을 조사하고 있는 거의 유일한 연구인 생활안전실태조사 관련 문항의 보완 필요성을 논의하였다. 이를 통해, 현존하는 범죄두려움 측정에 대한 비판에 대한 의구심을 해소하는 계기가 될 것으로 보이며, 본 연구가 범죄예방 및 범죄피해자 보호정책 수립의 유용한 기초자료가 될 수 있을 것으로 기대한다.
