우리나라 도시계획의 정책목표에 관한 연구 = (A) study on the policy goal of urban planning in Korea

Our country's urban planning tends to be abandonned as a paper plan, due to the unreality in establishing its goad, the frailty in securing financial resources, and no relevancy with its hight rank plan.
Therefore, I placed the purpose of this study in suggesting a new method for improving the direction of urban planning policy, in order to meet a new age according to our actual circumstances, by analyzing the goal and contents of the urban planning designed by each urban and examining closely the problems on policy goal shown in each urban's basic plan.
In order to achieve the above purpose of study, I selected 24 major urban's among 61 urban's in our country, and I investigated and analyzed the goal of urban planning established by each urban.
The 24 urban's which I made an object of study are as follows: Seoul, Pusan, Taeke, Inchun, Kwangju, Daejeon, Suwon, Cheonju, Chuncheon, Changwon, Chungju, Cheju, Ahnyang, Masan, Woolsan, Pohang, Kunsan, Eeri, Kangneung, Cheonan, Jinhae, Sunchun, Kwangmyung, Kwachun.
As the method of study, I first investigated the theories of goal establishment in urban plan designing, and then sampled and analyzed the goals of urban planning from our 24 urban's on the basis of the guideline for establishing and rearranging the basic urban planning prepared by Ministry of Construction. And then I analyzed them in light of the essential goal contents in establishing the goal of urban planning.
And I made a comparative analysis of the number of population of the goal year and the number of population of the end of October, 1984, in each urban.
Finally, I analyzed the goal items of city planning, through reducing 125 goal items of 24 urban's in our country-an object of this study.
The general analysis results are as follows:
First, as the result of having analyzed the guideline of urban planning by the Ministry of Construction, I found that 22 goal items of 57 goal items in the guideline were not reflected in the actual establishment of the goal;
Second, I found that in the decision of the population in the goal year of the urban's-an object of this study, 14 of 24 urban's advanced theggoal year by two years in having more than the population of the goal year;
Thirdly, as the result of having analyzed the goal contents of urban planning in our 24 urban's, I found that the goals of the efficient utilization of land were shown most frequently;
Fourthly, as the result of having reduced and analyzed the goals of urban planning in our country, I found that the following goal items were given much weight:
1) To from an agreeable life cirecumstances.
2) To preserve excellent farm land.
3) To arrange the urban function rationally.
4) To equip the urban with the central function of the region.
5) To have a view of the future toward 2000,s.
Finally, as the result of this study, I reached the following conclusion:
First, we should establish the practicable and more certain goal of urban planning, after a great consideration of all the conditions, in establishing the goal of urban planning;
Second, in the light of the development course of urban planning, we should convert the direction of urban planning into the general side stressing the urban inhabitants and their life rather than the physical side of the urban.
