    Korea’s status was upgraded from a developing country to a developed country by the United Nations Conference on Trade and Development(UNCTD). It symbolizes material abundance of Korea as becoming a donor country after being a recipient of UN aid. Meanwhile, The research National Evidence-based healthcare Collaborating Agency(NECA) states that Korea's Social Cohesion Index(SCI) ranks 29th among the 30 OECD countries for a considerable period of time around the 21st century, ranking the lowest. This means that our society has not achieved social cohesion suitable for economic growth and is in a state of conflict. In order to overcome these social conflicts, it suggests that the realization of a democratic community where community members coexist and live together while respecting, empathizing one another and acknowledging diversity based on honesty and trust between individuals and groups is an urgent social task.
    As the saying goes, "Democracy need Democrats!" (Friedrich Ebert), it is necessary to cultivate democratic citizens in order to realize a democratic community. Democratic citizenship education should not be just a medium of knowledge, but something that can be obtained in the course of everyday life and at the level of the whole person. However, since the existing democratic citizenship education has focused on delivering knowledges, it is perceived that it is boring and tedious. In addition, character education and democratic citizenship education are fiercely opposed to each other due to the ideological confrontation.
    In order to solve these problems, the 'Minjupia' program was planned as a democratic citizenship education program using films, a popular media for all regardless of age or gender, and the use of films as a democratic citizenship education was studied.
    First, overcoming the antagonism between character education and democratic citizenship education, I attempted to conceptualize 'civic character education', which aims for harmony and balance among character, community spirit, and citizenship. Second, the 'educational value of films' was confirmed as a medium for civic character education in that it is possible to form the values, attitudes, and beliefs that a democratic citizen should have through the process of empathy and understanding through film viewing. Third, the learning effect can be improved as a learner-centered teaching and learning method that connects the conflict situations of the characters in the film with the real world and considers related questions and solutions together after watching films. It was confirmed through literature research on Vygotsky's Social Constructivism and discourse on Beutelsbach Consensus. Fourth, the expected effect of democratic citizenship education using films was confirmed by presenting samples of application of the class designing model of democratic citizenship education using films.
