조선시대 지방관아의 공간적 특성에 관한 연구 : 정치사상과 입지를 중심으로

국문 초록 (Abstract)

이 논문은 조선시대 지방관아의 공간구성에 유교의 정치사상과 풍수사상이 관련되어 있다는 사실을 밝히는 것을 목적으로 하였다.
유교가 삼국시대 이래 국가 전반의 사회이념으로 정착된 것은 조선시대이다. 성리학을 통치 이데올로기로 하는 조선의 유교정치는 민본주의를 기반으로 하여 위민·애민·휼민의 왕도정치를 실현하고자 하였다. 그리고 왕도정치를 실현하고자 한 것이 바로 ‘수령칠사首領七事’였다. 군주는 천의 대행자로서 하늘의 뜻을 통치로 펼치는 존재이며, 수령은 군주를 대신하여 민정民政을 다스리는 역할을 하였다.
민정을 담아내는 공간은 관아였다. 지방관아의 입지는 유자 간의 담론을 통하여 풍수학을 활용하였다. 고을마다 진산을 지정하고 배산임수의 공간에 읍치와 관아를 설치하였다. 뒤에는 산이 있고 앞에는 물이 있는 온화하고 따뜻한 배산임수의 공간은 넓은 경지를 접하고 있어 백성들의 경제생활에 유리한 지형이었다.
관아는 주산과 일직선이 되는 높은 곳에 설치하여 공간의 위엄을 드러내었다. 관아의 위엄은 곧 통치가 하늘로부터 부여받았다는 ‘천명론’과 연계되어 있다. 관아에서 통치하는 수령이 군주를 대신하여 하늘의 뜻인 민본을 실현했을 때, 백성으로부터 권위가 도출될 수 있다.
따라서 관아의 위엄은 군주의 권위를 표현한 것이며, 군주는 ‘천天의 대행자’라는 상징성과 연계되어 있다. 또한 생기가 충만한 풍수적 길지를 택하여 읍치와 관아를 설치한 것은 백성의 번영과 행복을 도모한 것으로 민본정치의 일환이라 논할 수 있다.
이 논문에서 통치이념과 풍수사상과 연계하여 지방관아의 건축을 분석한 점은, 앞으로 지방관아의 복원 형태에 중요한 방향성을 제시해 준다. 이것이 본 논문이 지니는 의미이다.

A Study on the Spatial Characteristics of Local Government Office in the Joseon Dynasty
- Political Ideology and Position -

This study was aimed to reveal the fact that spatial organization of the local government office had been related to the political ideology of Confucianism and Feng Shui ideas in the Joseon Dynasty. It was the Joseon Dynasty that Confucianism was established as the social ideology over the country since the period of Three States. Confucianism politics in Joseon that had the ruling ideology with Neo-Confucianism tried to realize the royal politics with considering people, love people, and feeling people pity based on people-orientedness. It was Sooryongchilsa to realize the royal politics that was 7 things to do by the leader. The king as a proxy of heaven was a person to reign the country with the meaning of heaven and governors played roles to reign people on behalf of the king. The space to cover civilian rules was the government office. Feng Shui was used to select the lots for local government offices through discourses among scholars of Confucianism. Guardian mountains were assigned per each village, and Eupchi and government offices were established at the spaces with mountain in the back and a river in the front. That space with mountain in the back and water in the front bordered wide range of farmland to be advantageous for people’s economy. Government offices were established as high as the main mountain demonstrating dignity of the space. Dignity of the government office was related to Chunmyung theory that reign was assigned by heaven. When governors realized people-orientedness that was the meaning of heaven on behalf of the king, the authority could be generated from people. Therefore, dignity of the government office showed the authority of the king, and the king was related to the symbol of ‘heaven’s proxy.’ Also, it is considered that establishments of Eupchi and government offices at the lucky lots full of vital energy based on Feng Shui pursued the prosperity and happiness of people, which was a sort of democratic politics. In this article, analyses of architectures of local government offices related to ruling ideology and Feng Shui suggest the important future direction for the recovery types of local government offices, which is the meaning of this article.
