A change in the Spatial Information Production System is demanded to correspond to the digital revolution according to the stream of the era.
In the information age of the 20th century, location-based services such as navigation and portal maps using large-scale digital maps in file-type were expanded. In the era of the fourth industrial revolution, the National Basic Map and the Ortho-Photo Map, which is the basis of national spatial information, is required to be up-to-date and high quality since intelligence of the drones, autonomous driving, and artificial intelligence has been advanced.
In addition, unmanned aerial vehicles (UAVs) are being applied not only in the field of spatial information such as digital topographic map production and ortho-image production, but also in construction, forestry survey, search and rescue, etc. In the era of the fourth industrial revolution, it is considered the most efficient means of building Digital Twin, which was selected as one of the top 10 representative tasks of the Korean version of the New Deal.
In order to have an object-unit production system and intelligent real-time automatic production system in Spatial Information Production System proceeding by National Geographic Information Institute, in addition to the regular revision of the aerial photo survey in every 2 years, the building change information is detected in the building administration system, Korean Address Information System (KAIS), and Korea Real estate Administration intelligence System (KRAS) and the building object data is updated through a survey of building layout within two weeks.
But, when the occasional revision of the national basic map through partial update of the digital topographic map through the linkage between Korea Real estate Administration intelligence System (KRAS) and Korean Address Information System (KAIS) happens, there may be a case with no ortho-image until the next aerial photographs shooting of the building objects such as major hospitals, malls, and Apartment.
In the case of the Ortho-image of the building, it is used for national policy tasks of illegal buildings, land price analysis, and spatial data analysis of local governments, or Naver and Daum maps, which are portal maps, provide only topographic maps in conjunction with the national information system, but separately, it is believed to be highly utilized as they can reflect partial modification data of Ortho-image produced through unmanned aerial vehicles in the service.
In this study, the building layout of the Korea Real estate Administration intelligence System (KRAS) and Korean Address Information System (KAIS) provided by the central administrative information link service was compared with the results directly measured in the frequent modification to identify the difference in the ratio of building objects provided by the location error of the building objects and the discrepancy in the building registration criteria, and based on these results, the need to provide a global geodetic system that does not require a coordinate change was derived.
Because of the improvement of hover accuracy due to the installation of network RTK function on unmanned aerial vehicles, it is expected to expand the use of partial modification of Ortho-image using unmanned aerial vehicles equipped with network RTK functions. Accordingly, partial modification of Ortho-images using network RTK UAV has been made to verify accuracy and conduct economic review.
For these cause, drones with a network RTK function were utilized to produce point cloud, Ortho-image, and DSM around Seodun-dong area in Suwon-Si, with a flying altitude of 45 meters, a longitudinal and transverse redundancy of 80 percent, and a resolution of approximately 1.5 centimeters. The accuracy of the Ortho-image was analyzed through data processing using the No Ground Control Point and 4 Ground Control Point.
The accuracy analysis applied with 4 Ground Control Point to the building object showed RMSE within 0.04 m horizontal and 0.07 m vertical. Also within 0.09 m horizontal and 0.15 m vertical accuracy analysis applied to the No Ground Control Point to satisfy the National Basic Map and Ortho-image production accuracy.
Therefore, when accurate Building Layout Drawing is provided with the global geodetic system, it is believed that the accuracy of partial modification of the Ortho-image can be verified through mutual comparison even if the network RTK unmanned aerial vehicle is only filmed without a Ground Control Point, thereby reducing the cost of Ground Control Point survey and enabling mutual data quality inspection.
In addition, it is believed that additional research on the applicability of basic surveying should be conducted through the scope of application and the review of the Quantity for Ortho-Image Partial Correction of unmanned aerial vehicles.
