The purpose of this study was to identify factors that affect to positive and pro-active organizational behaviors of local public servants. Local public servants have been recognized as key players who contribute significantly to the prevention and the response to a variety of disasters in local community. In particular, this study focused on local public servants’ organizational citizenship behaviors. The literature review for this study suggested theoretical background that organizational citizenship is an important variable for local public servants who conduct their mission of disaster and safety management. The literature review found that organizational citizenship behaviors might be classified into two dimensions of individual-level and organizational level. The literature review in this study also identified four variables that affect significantly local public servants’ organizational citizenship behaviors such as public service motivation, organizational trust, disaster management competency, and disaster management cooperation. Through the literature review, this study suggested a theoretical framework that includes eight hypotheses that propose four determinant factors affect to two levels of organizatinal citizenship behaviors.
The survey research method was used for the data collection from local public servants who are involve in disaster and safety management in local governments. As a result of the survey, this study collected a data set from 213 local public servants. And, this study used SPSS 25.0 program to examine statistically hypotheses suggested in the theoretical framework. The statistical analysis in this study included frequency analysis, factor analysis, reliability analysis, ANOVA, correlation analysis, and multiple regression.
As results of analysis, first of all, this study found that local public servants had a low level of perceptions on organizational citizenship behaviors and public service motivation. Secondly, this study found that all variables included in the theoretical framework had significant correlations among them. Thirdly, results of multiple regression analysis suggested that three variable of four independent variables, such as public service motivation, organizational trust, and disaster and safety management cooperation, significantly affect to the individual-level organizational citizenship behaviors. The results also suggested that four independent variables including public service motivation, organizational trust, disaster and safety management competency, and disaster and safety management cooperation, significantly affect to the organizational-level organizational citizenship behaviors. These results found that seven of eight theoretical hypotheses in this study were significantly accepted.
Results of this study confirmed that public service motivation, organizational trust, competency, and cooperation are significant factors that affect local public servants’ organizational citizenship behaviors in disaster and safety management. Practically, this study emphasized the importance of the integrated human resource management strategies that improve local public servants’ positive and proactive organizational behaviors including organizational citizenship behaviors, public service motivation, and organizational trust. Finally, this study suggested needs to build the local government’s cooperative network and to enhance local public servants’ competency for the local disaster and safety management.
