『孫子兵法』을 통해 본 누르하치의 정치·군사전략 연구 = A Study on Nurhachi’s Political and Military

국문 초록 (Abstract)

본고에서 『손자병법』을 통해 본 누르하치의 정치, 군사전략을 연구하는 가장 큰 이유는 전쟁을 방지하기 위해서이다. 전쟁은 승패와 무관하게 막대한 인적, 물적 피해가 발생하므로 전쟁은 예방해야 한다. 이러한 전쟁은 사전 예고 없이 불시에 기습에 의해 발생하거나 혹은 장기간 정치적, 경제적, 외교적, 군사적 갈등이 누적되어 예고된 전쟁이 일어나기도 한다.
사전에 전쟁을 방지하고 막대한 인명과 경제적 피해를 막기 위해 역설적이게도 우리는 전쟁을 연구해야만 전쟁을 방지하고 평화를 지킬 수 있다. 왜냐하면 우리나라의 국력이 적국에 비해 압도적으로 강하면 감히 적국은 전쟁을 일으키려는 의도조차도 가지지 못하기 때문이다.
그 중에서도 수 많은 병서 중 『손자병법』을 연구하는 목적은 『손자병법』의 첫 번째 목표가 부전승(不戰勝), 전쟁을 하지 않고 자국이 정치적 목표로 원하는 바를 쟁취할 수 있는 승리하는 전쟁형태를 추구하기 때문이다.
최근에 미국과 중국 간의 무역전쟁 중에 한국, 미국과, 북한간의 깜짝쇼와도 같은 판문점에서의 삼자간 정상회담이 있었다. 만일 동북아 정세에 있어 미국과 북한 간에 종전 선언이 이루어진다고 하여도, 한국과 북한 간에 평화적인 통일이 이루어진다고 해도, 북방에서의 중국과 통일한국, 러시아와 통일한국, 남방에서의 일본과 통일한국간의 관계에 있어 무한정 평화관계가 이루어진다는 보장이 없다. 왜냐하면 무정부적인, 힘을 바탕으로 한 국제정치에 있어 평화와 전쟁은 교차하는 것이며 오늘의 친구가 내일의 적이요, 오늘의 적이 내일의 친구가 될 수 있는 국제 세력균형의 변화가 항상 존재하고 있기 때문이다.
이와같은 이유로 인해 또 다른 국가간 안보관계가 성립되는 것이다. 때문에 우리는 역사 속에서 전해오고 있는 정치, 전쟁 철학 이론서 중 가장 뛰어난 정치, 군사, 철학 이론서인 『손자병법』을 연구해야 하는 것이다. 보통 병법은 세 가지 기능을 한다.
첫째, 전쟁을 방지하는 것이다. 유비무환의 정신으로 경제적이고 소수정예로 적국에 대해 상대적 우위의 군사력을 가지고 있고, 항상 충분히 훈련을 한 상비군을 보유하고 있으면 적이 전쟁에 대한 오판을 하지 않도록 방지하여 전쟁을 억제한다.
둘째, 유사시 전쟁이 발생했을 때 가장 경제적으로 짧은 기간에 승리를 거두는 것이다. 전쟁이 장기화 되면 적국과 아국, 모두 큰 인명과 재산, 국토가 황폐화되어 승리하더라도 국제정치속에서 제 3의 국가의 침략을 받을 우려가 있다. 그리고 전쟁전에는 부유한 선진국이었던 국가가 전쟁으로 황폐화되어 후진국으로 추락할 수 있으며 제3의 강대국이 아국을 침략할 군사적 기회를 제공할 수 있다. 따라서 전쟁을 경제적으로 속전속결로 짧은 시간에 종결지어 제3의 적국 침략에 대비해야 한다.
셋째, 처세에 있어서 지혜로운 무한 경쟁에서 생존하는 방법과 평상시 삶의 처세술 방법을 알려주는 것이다. 세계는 만인의 만인간의 투쟁으로 구성되어 있기 때문이다. 군사학의 전쟁사 중 전쟁 군사 지도자에 대한 연구에서 회자되는 명언이 있다. ‘나폴레옹이 주장하길 로마가 갈리아를 정복한 것은 로마군대가 아니라 시이저가 한 것이며, 로마를 공포에 빠뜨리고 전율케 한 것은 카르타고의 군대가 아니라, 한니발이었다.’라고 하여 정치, 전쟁 군사지도자의 리더십의 중요성을 강조하였고 평소에 지도자가 보여주는 지휘통솔, 솔선수범, 진두지휘의 강인하고 용감한 강한 의지와 지혜의 처세 그 자체로 군대의 사기를 높여주고 용감한 강한 부대를 만든다.
그중에서도 『손자병법』이 적용된 전쟁사의 여러 사례 중, 청나라 건국의 토대인 후금을 건국한 누르하치를 연구하는 이유는 만주족의 조상은 여진족이며, 여진족은 12세기 초반부터 13세기까지 중국 북방과 만주에 금나라를 건국한 영광의 역사를 누렸으며 금나라의 시조 김함보는 한반도 후삼국시대 고려, 후백제, 신라가 쟁투를 할 때 백두산 기슭에 자리를 잡아 완안부를 세운 고려인 또는 신라인이라고 금사(金史)에 기록되어 있는 우리 민족의 조상이기 때문이다. 즉 여진족의 조상은 말갈족이며 말갈족은 고구려의 용병 철갑기마군단이었다.
『만주원류고』에 의하면 만주족은 고조선 때는 숙신족이었고 후에 숙신은 말갈족으로 명칭이 바뀌었고 말갈족은 고구려의 용병 철갑기마군단이었다, 고구려가 멸망하자 말갈족과 말갈족장 걸사비우는 고구려족 대조영을 도와 발해를 건국하였으며, 발해와 거란족이 수 십년 간 국경에서 피 말리는 혈전 끝에 백두산의 화산이 폭발하자 거란의 기습에 의해 발해가 멸망하였다. 이후에 완안부의 김함보의 후손인 여진족 아골타가 만주와 북중국 일대에 금나라를 건설하였고, 몽골의 칭기스칸에게 금나라가 멸망하고 수 백년 흐른 후 다시 여진족 건주위 누르하치가 40년 여진부족 통일전쟁 끝에 후금을 건설하고 누르하치의 아들 홍타이지에 의해 청나라가 세워진다.
청나라는 역사적으로 우리 민족이 건설한 국가인 것이다. 현재 한반도는 남과 북으로 분단되어 있지만 우리 민족의 유전자 속에는 고구려, 발해, 금나라, 청나라를 건설한 우수한 민족적 잠재력이 있기에 그 중에서도 가장 자랑스런 역사 청나라의 시조 누르하치를 연구함으로써 그가 이루어 온 40년 혈투의 고되고 지난한 흥망성쇠, 희로애락의 역사를 교훈 삼아 현대 한반도의 통일 및 세계국가로의 부상을 도모하고자 한다.

다국어 초록 (Multilingual Abstract)

The most important reason to examine Nurhachi's politics and military strategies through 󰡔Art of War󰡕 in this paper was to prevent a war. A war should not occur because it causes enormous human casualties and material damages. A war can occur suddenly and untimely without previous notice or break up expectedly due to long-time and accumulated political, economic, diplomatic or military conflicts.
In order to prevent a war and enormous human casualties and material damages beforehand and defend peace , We must study a war. An enemy never has a dream of a war when our nation's power overwhelms an enemy's one.
Among many books on military strategies the purpose to study 󰡔Art of War󰡕 was to escape from an unearned win and achieve a victorious win following a nation's political goals.
During the trade war between the U.S. and China a three-way summit among Korea, the U.S. and North Korea was held at Panmunjeom with surprise. Even if the end-of-war declaration between the U.S. and North Korea happens or the peaceful unification between South and North Koreas occurs in the Northeast Asia, there is no guarantee that unlimited peace relations maintain between China and the Unified Koreas, Russia and the Unified Koreas or Japan and the Unified Koreas around the north and south Asia. That is why peace and war intersect each other in the international politics based on anarchic power and today's friends can become tomorrow's enemy or vice versa, which means that change in balance of international powers always exist.
As a result a security relatioship with another nation can be concluded. Therefore, we should study 󰡔Art of War󰡕, which is called the most outstanding theory among political, military and philosophical ones in the history. Military strategies generally have three functions.
Firstly, military strategies prevent a war. Under the mind of 'forewarned is forearmed' we should manage small elite groups of armed forces in an economical way and ready troops who are fully trained and have relative military power compared with an enemy. The preparation will prevent an enemy from misjudgment in a war.
Secondly, we should win a war during the shortest time when a war occurs in a national emergency. If a war is prolonged, all were devastated such as our nation enemies, human casualties, properties and land. The Pyrrhic victory can result in a conquer of the 3rd country in the international politics. A nation which was developed before a war may be devastated and fall to a undeveloped one and even offer a military chance of the 3rd superpower country to invade the nation. Therefore a nation should conclude a win for the shortest time in order to prepare invasion from the 3rd enemy.
Thirdly, we should know how to get along in the world and survive from infinite competitions in a wise way. The world consists of every person and their fights. There is an old saying on leaders for wars or military affairs in the history of military science. The saying is that Napoleon insisted what Rome conquered Gallia did not result from Rome's soldiers but from Caesar and what Rome was fallen into fear and tremor did not result from Carthage but from Hannibal. Napoleon emphasized importance of political and military leadership. He also appraised leaders' brave and strong will and wisdom such as generalship, leadership and commandership because the will and wisdom raises the spirit of soldiers and arrange strong and brave troops. Among many cases of wars applied by 󰡔Art of War󰡕 this paper examined Nurhachi, who established Later Jin, a founding nation to set the Qing Dynasty. Forefathers of Manchu were Jurchens, who enjoyed the glorious history to establish the Chin dynasty in Manchu and the North China from the early 12th century to the 13th. Jin Hanpu, the founder of the Chin dynasty, was a forefather of our nation because he was written on 󰡔Chinshih󰡕 as a Goryeo or a Silla to establish Giaan in a foot of Baikdusan in the Later Three Kingdoms of Korea when Goryeo, Later Baikje and Silla deadly battled. In other words Muatɣat was the forefather of Jurchens and iron-armored and horse-riding mercenary corps of Goguryeo.
󰡔Researches on Manchu Origins󰡕 says that Manchu were Sushen in Gojoseon then Sushen were transformed into Muatɣat and Muatɣat were iron-armored and horse-riding mercenary corps of Goguryeo. Since the collapse of Goguryeo Muatɣat and Geolsa Biu, the patriarch of Muatɣat, established Balhae, helping Dae Joyoung from Goguryeo. Balhae put an end in bloody fight against Qidan for several decades at the borderline then volcanoes of Baikdusan exploded and Balhae was collapsed by a surprise attack of Qidan. Since then Akuta from Jurchens, a descendent of Jin Hanpu from Giaan, established the Chin dynasty in Manchu and north China. The Chin dynasty was collapsed by Genghis Khan from Mongolia and since several centuries Nurhachi from Geonjuwi, Jurchens established Later Jin after the end of unification war for 40 years and Hong Taiji, Nurhachi's son, established the Qing Dynasty.
The Qing dynasty was a nation which our ancestors built. The Korean peninsula is now divided into the South and North nations but genes of our nation have an excellent potential to build Goguryeo, Balhae, Chin dynasty and Qing dynasty. Among the genes this paper investigated Nurhachi, the founder of the Qing dynasty, which is one of the proudest histories and tried to help the rise to a global country and the unification of the Korean peninsula with the lessons of a 40-year-old tough ups and downs and joy, anger, sorrow and pleasure.
