본 연구는 일반어린이집에서 장애로 진단을 받지는 않았지만, 앞으로 장애를 보일 가능성이 평균보다 높은 장애위험영유아의 보육에 대한 보육교직원의 인식과 요구를 살펴보고, 장애위험영유아가 특수교육지원서비스를 받을 수 있도록 제도와 정책마련의 필요성을 알리는데 목적이 있다.
본 연구의 구체적인 연구문제는 다음과 같다. 첫째, 일반어린이집에서의 장애위험영유아 보육실태에 대한 보육교직원의 인식은 어떠한가? 둘째, 일반어린이집에서의 장애위험영유아 보육에 대한 보육교직원의 요구는 어떠한가?
본 연구를 위한 연구대상은 경상북도와 대구광역시에 소재한 장애전문어린이집과 장애통합어린이집을 제외한 일반어린이집에서 근무하는 원장과 보육교사 237명이며, 선행연구 고찰과 유아교육 전문가의 검토를 거쳐 연구자가 제작한 설문지를 사용하여 설문조사하였다.
본 연구의 주요결과는 다음과 같다.
첫째, 보육교직원이 인식하는 일반어린이집에서의 장애위험영유아 보육에 대한 조사 결과 현재 장애위험영유아를 보육 중이거나, 장애위험영유아를 담당한 경험이 있는 보육교직원은 조사대상자의 과반수이상으로 나타났다. 이는 일반어린이집에서 별다른 지원 없이 보육되어지고 있는 장애위험영유아 실태를 알 수 있으며, 대부분의 보육교직원이 일반어린이집에서 장애위험영유아를 위한 개별화 보육의 필요성을 인식하고 있지만, 개별화 보육을 실시하지는 않고 있는 것으로 조사되었다. 개별화 보육을 실시하지 않는 이유로는 보조인력의 부족이 가장 높은 비율로 나타났으며, 보조교사와 특수교사, 물리적 환경이 모두 갖추어졌을 경우 개별화 보육 실행이 가능하다는 의견이 가장 큰 비중으로 나타났다.
둘째, 일반어린이집에서 장애위험영유아 보육에 대한 보육교직원의 요구 조사 결과, 장애위험영유아 보육에 적정한 교사 1인당 보육 인원에 대한 조사 결과 과반수에 근접한 응답자가 1명이 적합하다는 결과를 보였다. 장애위험영유아와 비장애영유아의 통합보육 시 교사 대 아동비율을 살펴보면, 일반어린이집에서의 교사 대 아동비율에 비해 상당히 낮은 비율로 조사 결과가 나타났다. 장애위험영유아를 위한 물리적 환경지원, 보육교직원 지원과 재정적 지원에 대한 요구 조사 결과, 안전장치 구비와 시설개보수비 지원, 치료사 배치, 선별 발달검사 지원, 교사교육 지원, 보조인력 지원, 교구교재비 지원, 인건비 및 차량비 등의 지원에 대해 모두 상당히 높은 결과를 보였다. 이와 같이 현장에서는 장애위험영유아를 위해 보육교직원들이 다양한 분야에서 지원 요구가 매우 높음을 알 수 있다.
결론적으로 일반어린이집 장애위험영유아 보육실태와 보육교직원의 인식과 요구 조사 결과에 따른 장애위험영유아의 보육을 위해서는 선행연구에서도 조사된 바와 같이 일반어린이집에도 전문성을 갖춘 장애위험영유아 전담교사 배치를 확대하고, 보조인력에 대한 지원, 물리적 환경을 갖추기 위한 지원과 재정적인 어려움을 해소할 수 있는 제도와 정책이 마련되어야 할 것이다. 장애위험영유아가 소속된 반의 교사 대 아동 비율을 연령별로 적합하게 감소시켜 개별화 보육을 실시할 수 있는 시스템구축이 필요하다. 또한, 장애아전문어린이집을 확대하고, 개별화 보육프로그램 개발 등의 지원이 뒷받침 되어야 할 것이다. 현재 우리나라에서 장애 판정을 받은 장애영유아들이 받는 특수교육지원서비스를 장애위험영유아들도 발달에 적합한 개별화된 지원서비스를 받을 수 있도록 관련 전문가를 통한 국가적 차원의 중장기적인 계획이 필요하다.

This study aims to examine the perceptions and needs of childcare teachers on childcare for children at general daycare centers who are not diagnosed with a disability but are at higher-than-average risk of becoming disabled in the future and to raise awareness of the need to prepare a system and policies so that children at risk can receive special education support service.
The specific questions of this study are as follows.
First, what are childcare teachers’ perceptions of the condition of childcare for young children at risk for disability at general daycare centers? Second, what are childcare teachers’ needs in childcare for young children at risk for disability at general daycare centers?
The subjects of this study were 237 principals and teachers working at general daycare centers, located in Gyeongsangbuk-do and Daegu Metropolitan City. Using the questionnaire that the researcher made after consideration of precedent studies and early childhood education experts’ review, the subjects were surveyed.
The key results of this study are as follows.
First, as a result of surveying childcare teachers’ perceptions of childcare for young children at risk for disability at general daycare centers, more than half of the subjects either were in charge of children at risk at the moment or had experience of it. This shows that children at risk are being cared for at general daycare centers without particular support. Most of childcare teachers recognized the need for individualized childcare for young children at risk for disability at general daycare centers, but such individualized childcare was not being provided. Among the reasons for not providing individualized childcare, the greatest number of subjects responded “a lack of assistants.” The opinion of the largest percentage was that in case the environment is all prepared including assistant teachers and special teachers, individualized childcare can be provided.
Second, as a result of surveying childcare teachers’ needs in childcare for children at the risk of becoming disabled at general daycare centers, more than half of the subjects responded that 1 childcare teacher is appropriate for 1 child at risk. As for integrated childcare for young children at risk for disability and non-disabled children, the teacher-to-child ratio was significantly lower than that of general daycare centers. As a result of surveying the needs for environment support for children at risk, support for childcare teachers, and financial support, there were significantly high results for safety devices, facility modeling costs, placement of therapists, development screening test, teacher training, assistants, teaching aids and materials, personnel expenses, and vehicle expenses. These results suggest childcare teachers’ needs are very high in various aspects for taking care of young children at risk for disability at centers.
In conclusion, according to precedent studies and the results of the survey on the condition of childcare for young children at risk for disability at general daycare centers and childcare teachers’ perceptions and needs, the placement of special teachers with expertise who can be exclusively in charge of children at risk should be expanded at general daycare centers, and a system and policies should be prepared to provide support and resolve difficulties in having needed assistants and environment. It is necessary to appropriately reduce the teacher-to-child ratio by age in classes where children at risk belong and to construct a system for individualized childcare. Also, special daycare centers for disabled children should increase and support should be provided for developing individualized childcare programs. Through related experts, a medium and long term plan is needed at the national level so that young children at risk for disability can receive individualized support service that is appropriate for their development like special education support service that disabled children receive in South Korea.
